Yerington City Council Meeting July 12, 2021 at 10:00am – City Hall The regular meeting of the Yerington City Council was held in the Council Chambers with the following present: Mayor John J. Garry Council Members Jerry Bryant, Selena Catalano, and Shane Martin City Manager Robert Switzer City Attorney Chuck Zumpft Chief of Police Darren Wagner Building Official Joel Brown Grants Administrator Angela Moore Absent: City Clerk Sheema D. Shaw, Public Works Director Jay Flakus, and Councilwoman Terceira Schunke Guests: Ms. Deb DeGrendele, Mr. David Ray, Mr. Bailey Coombs, Mr. Simon Lupori, and Ms. Cindy Hitchcock The meeting was called to order and roll call was reported by Mayor Garry. The Pledge of Allegiance was led by Mayor Garry. Public Participation Mayor Garry asked for comments and no comments were made at this time. Agenda Approval Mayor Garry stated the agenda would be approved as presented unless there were any objections or corrections. City Manager Switzer requested to table agenda item number five relating to the Cross-Connection Control Program and the item will be presented at a future meeting. Mayor Garry stated the agenda would be approved as presented with removal of agenda item number five and the agenda was approved unanimously. Minutes Mayor Garry stated the minutes of June 29, 2021 would be approved as presented unless there were any objections or corrections. No corrections were made and the minutes of June 29, 2021 were approved unanimously. Approval of a Federal and State Mandated Cross-Connection Control Program Ensuring Businesses, Apartments, and Other Commercial Properties Install and Inspect Backflow Prevention Devices at the Parcel Levels. ---PAGE BREAK--- Mayor Garry stated the Cross- Connection Control Program was removed from the agenda for approval. Review Bills Previously Submitted for Payment Bills, Salaries and Vouchers: Accounts Payable Checks 06/29/2021 33885 through 33905 07/06/2021 33906 through 33917 07/07/2021 33918 through 33929 Payroll Checks 07/01/2021 33877 through 33882 Payroll Vouchers 07/01/2021 07012101 through 07012123 Transmittal Checks 06/28/2021 33883 through 33884 Transmittal Vouchers 06/28/2021 06282101 Mayor Garry stated the bills previously submitted for payment would be approved unless there are any objections or corrections. No comments were made at this time and the bills previously submitted for payment were approved unanimously. Department Reports Chief of Police Wagner stated the Police Department is currently focused on providing attention to the Night in the Country event scheduled for next week. Building Official Brown stated Carter Homes are building six new homes in the Arrowleaf subdivision. City Manager Switzer stated a memo was provided to the Mayor and City Council regarding thoughts on how to expend the American Rescue Plan Act (ARPA) funds. The City is hoping to receive the funds by this Thursday, July 15th. A report will be provided on some ways to expend the funds and a discussion with City staff. The City received an estimate in the amount of about $2,400,000.00. The City received confirmation last week from the Department of Treasury regarding the final amount of about $4,000,000.00. Half of the amount should be received by this week and the remaining funds will be received one year later. The City will collect about two complete fiscal years of the budget in one year for Capital improvement. Nevada Department of Transportation (NDOT) approved the pedestrian crossing on Pearl Street and Main Street. The City will request for bids to be submitted for the project. An election agreement is in the final stages with Lyon County, who will be conducting the City’s election. The City will be hiring a new utility worker in the Public Works Department to reduce the amount of increased pressure on the ---PAGE BREAK--- department. Four water leaks have occurred recently in the community, which are based on the demand of the water system. Mayor Garry recognized Mr. Bailey Coombs and presented a certificate for the 2021 College Scholarship. The certification recognized Mr. Coombs with appreciation for outstanding leadership and performance. Councilman Bryant, Councilwoman Catalano, Councilman Martin and Mayor Garry stood with Mr. Coombs to present the scholarship. Councilman Martin stated All-star juniors for baseball placed third and baseball majors placed second with softball now starting. Public Participation Mayor Garry asked for comments and no comments were made at this time. There being no further business the meeting was adjourned.
