City Hall and the Library will be closed on November 11 in observance of Veterans Day. The Aquatic Center will be open normal hours. B. City Hall will be closed November 27 and 28 for the Thanksgiving Holiday. The Aquatic Center and the Library are closed on Thanksgiving day C. The City Council meeting scheduled for November 24 is cancelled. The next City Council meeting will take place on December 8, 2014 at 7:00 p.m. Appointments: None. 4. Woodburn City Council Executive Session minutes of October 27, 2014 145 Recommended Action: Approve the minutes. C. Woodburn Planning Commission minutes of July 10, 2014 146 Recommended Action: Accept the minutes. D. Building Activity for October 2014 148 Recommended Action: Receive the report. E. Limited On-Premise Sales – Change of Ownership 149 Recommended Action: The Woodburn City Council recommends that the OLCC approve the Limited On-Premise Sales-Change of Ownership, for Carniceria Y Taqueria Las Palmas. 9. GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Comment time may be limited by Mayoral prerogative. A. City Owned, Potential Surplus Property 151 Recommended Action: That the City Council provide policy direction regarding the City owned sites listed below as potential surplus property and direct staff to initiate the formal surplus property process provided by state law. ---PAGE BREAK--- November 10, 2014 Council Agenda Page iii B. Oregon’s Urban Growth Boundary (UGB) Expansion Process 166 Recommended Action: We are now recommending that the City Council, via a motion: 1) Approve an expenditure of up to $20,000 for the procurement of a professional consultant to assist in providing lobbying support in the upcoming legislative sessions. 2) Authorize the selection of a consultant once our selection process, which consists of interviewing professionals and reviewing qualifications, is completed. We expect to have this effort completed within the next week. 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. None. 13.
