GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Council Bill No. 2809 – An Ordinance adopting the Downtown Development Plan Update, amending the Woodburn Comprehensive Plan, Woodburn Transportation System Plan, Woodburn Zoning Map, and the Woodburn Development Ordinance 10 Recommended Action: Adopt the Ordinance. (The Ordinance adopting the Downtown Development Plan Update and supporting documents are posted separately on the City of Woodburn Website) B. Award of Construction Contract for Water System Consolidation Project – Oregon Safe Drinking Water Revolving Fund Loan and American Recovery and Reinvestment Act 11 Recommended Action: That the City Council, in its capacity as the Local Contract Review Board, award the construction contract for the Water System Consolidation Project to M.L. Liquor License Application for a Limited On-Premises Sales Liquor License 13 Recommended Action: The Woodburn City Council recommends that the OLCC approve a Limited On-Premises Sales Liquor License application for Los Girasoles. D. 2010 OLCC Renewal 16 Recommended Action: The Woodburn City Council recommend to the OLCC renewal of liquor license for the listed business for the year 2010. 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. A. Approval of partition PAR 2009-02 for the property located between Progress Way and the clinic 18 Recommended Action: No action is recommended. This item is placed before the Council for information purposes in compliance with the Woodburn Development Ordinance. The Council may call up this item for review if it desires. 13.
