City of Woodburn Recreation and Park Board Minutes March 12, 2012 ● 5:30 p.m. Page 1 of 3 1. CALL TO ORDER The meeting and was called to order at 5:30 p.m. 2. APPROVAL OF MINUTES Joseph Nicoletti/Brent Glogau - Motion to accept the February 7, 2012 minutes as written and seconded. The motion passed unanimously. 4. BUSINESS FROM AUDIENCE None. 5. OLD BUSINESS Annual Workshop recap The Board discussed the project ranking that Jim asked each member to complete following January’s annual workshop. Legion Park Playground Project Jim discussed the Local Government Grant application he is preparing for the Legion Park Playground Project. He presented the Board with the initial concept/ rendering, but added that he would still like to include a slide and hollow log play feature before the application is submitted. The grant program will provide funds for up to 60% of the total project cost. The City’s match will come from a small amount of cash and volunteer labor. Additionally, the $1,000 grant the Woodburn Together approved for the Wyffels Playground project will hopefully be rolled over to this project. Rosetta will contact Woodburn Together to find out. 6. NEW BUSINESS Budget Update Jim discussed the City’s budget difficulties and the significant mid-year actions that have been taken in order to preserve the City’s overall financial health. Among other things, the reductions will involve reduced Library hours, and city-wide layoffs. Changes will involve Paulette being relocated to City Hall’s front counter. She will continue to perform many functions for Community Services, but will no longer be able to staff Park Board meetings or prepare minutes. DIVISION REPORTS Aquatics – Kristin Graybeal Kristin updated the Board on the following items:  Finance/ Memberships o January & February strong revenue months o Energy savings from pool pump VFD (Variable Frequency Drive)  News/ Updates o Hosted Water Polo Tournament (Feb.) Over 2,000 people and over $2,000 in revenue o Groupon a Success. Over 50% redeemed are new; brought in over 35 new customers (Pass holders now) o March Class Promotion o Kiwanis paying for 12-13 School Year 4th grade lessons  Upcoming Events o Movie Night was a success; over 20 attended o Marketing Conference next week o March 23rd Kick off Spring Break Teen Night 7-10pm o April 7th Easter Egg Hunt Recreation – Stu Spence Stu updated the Board in the following items:  Youth Sports - Basketball over, gearing up for t-ball & coach pitch & girls softball  Adult Sports - In between Men’s basketball seasons, next one begins April 2.  1785 Locomotive -Currently working with Frank Scheer, local restorer and historian to put together a video DVD with supplementary materials. This will be made available on the website and via DVD to the public.  DDDD - On February 11th at the Woodburn Health Center, The Recreation & Parks Department hosted its second annual valentine’s themed event that featured a catered dinner, dancing, and arts and crafts for dads and daughters. This year the event grew to 36 couples, up from 23 last year.  KLS - Kidz Love Soccer is a new spring program. Company out of CA teaches different soccer classes at different levels. Classes are offered at different skill and age levels and will take place at Centennial Park beginning May 12. ---PAGE BREAK--- City of Woodburn Recreation and Park Board Minutes March 12, 2012 ● 5:30 p.m. Page 3 of 3  Mentor Day - Received $5,000 grant from National PAL to fund a Mentor Day Specialist. This person will work for 2 months planning a local mentor recognition event to take place April 21. She will also be promoting the program to various community groups and media outlets.  Senior Trip - 52 people attended the Timberline Lodge Valentine’s Day trip. It was enjoyed by all. Parks and Facilities – Jim Row None 8. FUTURE BOARD BUSINESS The Board would like to have a Chamber representative attend the April meeting to discussing the 2012 Fiesta Mexicana. 9.
