Woodburn Planning Commission February 26, 2026 1 Woodburn Planning Commission Meeting Minutes February 26, 2026 Convened: The Planning Commission met at 6:30 p.m. in person at the City of Woodburn’s City Council Chambers. Roll Call: Chair Ellsworth Present Vice-Chair Hernandez-Mejia Present Commissioner Bartel Present (Online) Commissioner Berlin Present Commissioner Bravo Present Commissioner May Present Commissioner Lassen Absent (Excused) Staff Present: Chris Kerr, Community Development Director Chris Killmer, Assistant City Attorney Dan Handel, Senior Planner Introduction: Chair Ellsworth opened the meeting at 6:30 p.m. and asked Staff to begin roll-call. Chair Ellsworth led everyone through the Pledge of Allegiance. Minutes: Chair Ellsworth presented the minutes of January 29, 2026. She asked if anyone had any corrections, additions, or modifications to the minutes, and there was one correction. Chair Ellsworth pointed out that the date’s year needed to be changed from 2025 to 2026. Other than the date, there were no other changes that needed to be made. Chair Ellsworth entertained a motion, and Commissioner Bartel motioned to approve January 29, 2026 minutes with corrections to the date. Commissioner Berlin seconded the motion. Chair Ellsworth called for a vote; all Commissioners voted unanimously in favor. Therefore, January 29, 2026 minutes were approved with corrections. Business from the Audience: None. Communications from Staff: None. Public Hearing: None. Work session: Chair Ellsworth opened the work session for tonight’s meeting. She explained that the work session is to review and discuss potential amendments to the Woodburn Development Ordinance (WDO). She added that no testimony will be taken and no decisions will be made this evening. Chair Ellsworth then asked for the staff presentation. Community Development Director Chris Kerr and Senior Planner Dan Handel stated that tonight’s presentation would be informal. Director Kerr explained the need for periodic amendments to the WDO and the procedure they are required to go through. Senior Planner Handel then presented the staff memo to the Planning Commission. Senior Planner Handel first discussed amendments that are required to comply with recent changes to state law. Those amendments include updates to definitions and development standards for middle housing, establishing a review procedure for “Expedited Land Divisions” and “Middle Housing Land Divisions,” and other topics. The Planning Commission asked Staff a few questions about the amendments required due to recent changes to state law and Staff answered their questions. ---PAGE BREAK--- Woodburn Planning Commission February 26, 2026 2 Senior Planner Handel then moved on to discuss additional amendments proposed by Staff that are generally focused on simplifying or clarifying the standards and provisions found throughout the WDO. At the end of the discussion, Chair Ellsworth asked if there were any more questions, which there were none. She closed the work session and moved onto business from the commission. Business from the Commission: None. Updates/Business from Staff: There was only one update. Director Kerr stated that the next meeting is March 12, 2026, which would be the Winco project. He reminded the Planning Commissioners not to have any discussion with anyone about the project outside of the chamber room, but to have them encourage the public to attend the upcoming meeting for comments, questions, and concern. Adjournment: Chair Ellsworth entertained a motion for adjournment. Vice-Chair Hernandez-Mejia moved to adjourn the meeting and Commissioner Berlin second. Chair Ellsworth asked for all those in favor and the vote was unanimously in favor. The Planning Commission concluded at 8:38 P.M.
