Woodburn City Council Meeting minutes of March 10, 2014 4 Recommended Action: Approve the minutes. B. Woodburn Recreation and Park Board minutes of March 11, 2014 7 Recommended Action: Accept the minutes. C. Appointment of Public Works Director 10 Recommended Action: Approve the appointment. D. Crime Statistics through February 2014 11 Recommended Action: Receive the report. 9. TABLED BUSINESS None. 10. PUBLIC HEARINGS None. 11. GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Comment time may be limited by Mayoral prerogative. A. Council Bill No. 2951 - An Ordinance Amending Ordinance 2514 (Temporarily Prohibiting the Location of Medical Marijuana Facilities) to add the Imposition of a Moratorium as Provided by Senate Bill 1531 and Declaring an Emergency 22 Recommended Action: It is recommended that the City Council consider the attached ordinance, which strengthens the ordinance adopted at the February 24, 2014 meeting (Ordinance 2514) creating a temporary prohibition on medical marijuana dispensaries and asking that the planning ---PAGE BREAK--- March 24, 2014 Council Agenda Page iii commission recommend appropriate zones and conditional permit requirements for the siting of medical marijuana dispensaries. Specifically, Ordinance 2514 is strengthened by referencing the recently passed state law and incorporating a one year moratorium. B. Council Bill No. 2952 - A Resolution Naming a New City Street 35 Recommended Action: It is recommended that, after deliberation, the City Council select from the following courses of action: 1. Take appropriate action on the attached draft Resolution, directing the City Administrator to name the new public street. 2. The City Council can, via a simple motion, direct that the City Administrator initiate and complete the ODOT process for naming the new Transit Facility. 3. Direct the City Administration to conduct more community outreach and schedule further deliberation on the proposed names. 4. Direct the City Administrator to set a public hearing on the naming proposals at a future City Council meeting. 5. Any other direction as deemed appropriate. 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. None. 13.
