Tremendous Tree (Class Class T: Above 36 inches T1 – Single-family or manufactured homes T2 – Undeveloped lot for which there is no land use final decision or application and/or any other existing development or use Removal is exempted from permit requirements if the tree is: 1. Less than 24 inches in diameter at breast height 2. On the invasive species list per WDO (Table 3.06E). 3. One of the trees impacted by the Emerald Ash Borer (application required, but permit fees exempted): a. Ash trees (Fraxinus species) b. White Fringetree (Chionanthus species) c. Olive tree (Olea species) 4. Commercial Product (see 3.06.07 B 2 b) Examples are a commercial orchard, timber forest, or tree farm. ---PAGE BREAK--- City of Woodburn Tree Removal Permit Application Tier 1 & 2 – Revised November 2024 Page 2 of 4 Removal criteria Tier 1 Standards: (Table 3.06T in WDO Chapter 3.06.07 - Part E) The subject tree or trees are any of: Dead, terminally diseased, or otherwise dying. Posing danger or hazard of: collapse or fall, fall of a branch or branches, or fall of hard fruits onto persons outdoors, existing buildings, or onto motor vehicles parked in a driveway that conforms with Section 3.04.04 and, where applicable, Section 3.05.02D.3. Rupturing underground potable water or sanitary sewer pipe or breach of existing building foundation and per the following provisions: 1. Pipe report 2. Foundation report Required Attachments/Accesorios Requeridos: □Map showing the location and species of the significant tree to be removed, and the location, size, and species of the replacement tree. □Photos of the significant or tremendous tree(s) to be removed. □Photos of the newly planted tree(s). Please note that the new tree(s) can be planted anywhere on the property. □T1 only: a few sentences explaining how the tree(s) meet the requirements for removal. □T2 only: Arborist’s report. Emergency: A tree or trees that are actively dangerous or hazardous may be removed before issuance of a Tree Removal Permit if an emergency exists (such as a natural disaster) and a City Council emergency ordinance recognizes it or director approves Tier 2 Standards: equal to T1 plus an Arborist’s report.
