Pacific Hwy (Associated with the Pacific Valley Apartments Development), Woodburn, OR 97071 (Tax Lots 051W08DB02800 & 051W08DC00100) 6 Recommended Action: Accept the dedication of six public easements granted by PVA Holdings, LLC, in order to satisfy the conditions of approval of DR 2019-03; PLA 2019-03 and VAR 2019-02. C. Woodburn Planning Commission minutes of November 14, 2019 35 Recommended Action: Accept the minutes. D. Crime Statistics through December 2019 37 Recommended Action: Receive the report. 9. Council Bill No. 3119 - An Ordinance Prohibiting Camping in Public Rights-of-Way; Providing for Enforcement; and Declaring an Emergency 42 Recommended Action: Enact the Ordinance Prohibiting Camping in Public Rights-of-Way. B.
