GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Comment time may be limited by Mayoral prerogative. A. Discussion of Draft Ordinance - An Ordinance Prohibiting Residential Parking on Unimproved Areas; Allowing the Placing of Citations on Illegally Parked Vehicles and Providing Enforcement Procedures 4 Recommended Action: Attached for consideration is a Draft Ordinance - An Ordinance Prohibiting Residential Parking on Unimproved Areas; Allowing the Placing of Citations on Illegally Parked Vehicles and Providing Enforcement Procedures (see EXHIBIT The Ordinance was drafted at the request of the City Council and forwarded to City Councilors for review on June 13, 2014. Because of the number of decisions that must be made by the City Council itself (see below), the Draft Ordinance was crafted in a very basic form so that it could serve as the basis for a policy discussion. B. Council Bill No. 2963 - A Resolution of Consent by the City of Woodburn to Allow the Inclusion of all its Incorporated Territory within the Proposed Marion County Extension and 4-H Service District 40 Recommended Action: Consider the request of the Citizens of Marion County Extension for adoption of a Resolution of Consent to allow the inclusion of City territory within a proposed Marion County Extension and 4-H Service District. C. Urban Growth Boundary Discussion 50 Recommended Action: This Staff Report is intended to be a placeholder for Council President McCallum and me to report to the City Council on the outcome of these meetings and make any recommendations on moving forward. ---PAGE BREAK--- July 14, 2014 Council Agenda Page iii 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. A. Director approval of Partition 2014-03 and Zoning Adjustment 2014-01, located at 1105 Hardcastle Avenue 52 Recommended Action: No action is recommended. This item is placed before the Council for information purposes, in compliance with the Woodburn Development Ordinance. The Council may call up this item for review if it desires. 13.
