WOODBURN PLANNING COMMISSION PUBLIC HEARING/MEETING MINUTES May 12, 2022 CONVENED: The Planning Commission met in a 7 p.m. virtual public meeting session via GoToMeeting, Chair Piper presiding. ROLL CALL: Chair Piper Present Vice-Chair Ellsworth Present Commissioner Hernandez-Mejia Absent Commissioner Berlin Absent Commissioner Corning Present Commissioner Bartel Present Commissioner Lassen Present Staff Present: Colin Cortes, Senior Planner McKenzie Granum, Assistant City Attorney Introduction: Meeting started at 7:00pm and Chair Piper led everyone to the Pledge of Allegiance. Minutes: Chair Piper called a motion to approve of the minutes of December 10, 2020, January 28, 2021, March 11, 2021, and March 25, 2021. Commissioner Corning motioned to approve the minutes as presented. Commissioner Bartel seconded. Unanimous vote in favor and the minutes are approved. Business from the Audience: None. Communication: None. Public Hearings: CU 21-02 Chair Piper opened the hearing of CU 21-02: 2540 & 2600 Newberg Hwy (Oregon Hwy 214). Assistant City Attorney McKenzie Granum read the statement of the hearing, stated that staff recommended the Commission to continue the hearing to June 9, 2022 and that due to the continuance, the Commission take no spoken public testimony May 12. Senior Planner Colin Cortes, explained the reason to why staff recommended a continuance. That a key staff member was out sick with COVID, that a lot of written testimony was submitted, and another key member of the hearing, the traffic consultant, was not available to address some of the traffic-related issues with the project. Senior Planner Cortes stated that with a continuation of the hearing to a later date, the public would have more time to submit written testimony up until June 9th, 2022. ---PAGE BREAK--- Chair Piper asked Senior Planner Cortes about if there will be modifications, due to the transportation repot, to the staff’s proposal. Senior Planner Cortes answered that if there are any changes, they will be made no more than a week before the scheduled meeting, such as the week before June 9th. This included any documents or additions to the project for CU 21-02: 2540 & 2600 Newberg Hwy (Oregon Hwy 214). Chair Piper apologized to the public who arrived at the meeting and were hoping to give testimony. He called for a motion to continue the hearing to June 9th, 2022. Vice-Chair Ellsworth motioned to continue the public hearing of CU 21-02: 2540 & 2600 Newberg Hwy (Oregon Hwy 214) to June 9, 2022. Commissioner Corning seconded. There was a unanimous vote in favor to continue the meeting till June 9th and it’s approved. Business from the Commission: Vice-Chair Ellsworth asked Senior Planner Cortes if he could collected and create something with all of the commissioners’ numbers, therefore they can contact each other. Commissioner Bartel shared that on August 13, 2022, there will be an event located in the downtown plaza called “Community Connection Day Feat. Kids Fest.” It’s the second annual event and it was held at Legion Park last year and they gave away 1500 backpack with school supplies to kids. She said for those who are interested in having a booth or table, they would need to reach out to her. Staff Update: Senior Planner Cortes gave a health update from Community Development Director Chris Kerr. Senior Planner Cortes said the new meeting date of CU 21-02 on June 9th and a potential workshop about the tree ordinance. Adjournment: Chair Piper entertained a motion to adjourn. Vice-Chair Ellsworth motioned to adjourn and Commissioner Corning seconded. There was a unanimous vote in all in favor and meeting adjourned at 7:18pm.
