Woodburn Planning Commission Meeting Minutes October 10, 2024 Convened: The Planning Commission met at 7:00 p.m. both in person and through a public online/virtual session via Microsoft Teams. Roll Call: Chair Ellsworth Present Vice-Chair Hernandez-Mejia Present Commissioner Bartel Present Commissioner Berlin Present Commissioner Bravo Absent Commissioner Corning Present Commissioner Lassen Present (late) Staff Present: Chris Kerr, Community Development Director Renata Wakeley, Special Projects Director McKenzie Granum, City Attorney Introduction: Chair Ellsworth opened the meeting at 7:00 p.m. and asked Staff to begin roll-call. Chair Ellsworth led everyone through the Pledge of Allegiance. Minutes: Chair Ellsworth asked if anyone had comments or corrections for either August 22 or September 24 minutes, and there were none. She entertained a motion of approval for the August 22 minutes. Commissioner Corning moved to approve of August 22 minutes and Commissioner Berlin seconded. Chair Ellsworth called for a vote, and it was unanimously in favor and August 22 minutes were approved. Chair Ellsworth then entertained a motion of approval for the September 24 minutes. Commissioner Corning moved to approve of September 24 minutes and Commissioner Berlin seconded. Chair Ellsworth called for a vote, and it was unanimously in favor and September 24 minutes were approved. Business from the Audience: None. Communications from Staff: None. Public Hearing: None. Legislative Amendment: LA 24-01 Chair Ellsworth stated that there was only one legislative amendment item tonight, which was the Legislative Amendment 2024-01 (LA-24-01) and Public Hearing for adoption of Comprehensive Plan Map Amendment to incorporate previously established Urban Reserve Area (URA) and gave a quick summary of the item. Chair Ellsworth asked if anyone had any conflict of interest and there were none. She asked if anyone had challenges and there were none and moved onto the staff report. Commissioner Lassen arrived virtually around 7:05 p.m. to the meeting. Special Projects Director Renata Wakeley stated that tonight is the hearing of Legislative Amendment LA 24-01: Comprehensive Plan Map Amendment to incorporate previously established Urban ---PAGE BREAK--- Woodburn Planning Commission July 25, 2024 2 Reserve Area (URA) and entered the staff report and its attachments to the record. Director Wakeley gave her presentation. City Attorney McKenzie Granum explained about the agreement that was established in 2015 about the Urban Reserve Area and the UGB Expansion. City Attorney Granum explained about the process and how terms are established. After Director Wakeley’s presentation, Chair Ellsworth asked if the Planning Commission had comments or questions. There were no comments or questions at this time. Chair Ellsworth moved onto the testimony of proponents. Testimony By Proponents: Greg Blaser, 8097 Park RD NE Gervais, OR 97026. Mr. Blaser stated that he has property in the UGB area and is in favor of the legislative amendment. He talked about the safety of Parr RD and Butteville RD and he wants the City of Woodburn to maintain that area, as of right now it’s currently maintained by the state. Mr. Blaser stated that he wanted to be part of Woodburn and that he can be connected to the city’s resources. As a business owner, Mr. Blaser commented that he has limitations due to the county’s regulations and that if his land were to be brought into city limits, he’ll have better resources and he can grow his business to the city’s standards, which he claimed that it’s better than the county. He concluded his time by thanking the Planning Commission for letting him speak. Chair Ellsworth asked if there were any more testimony and there was none. She closed the hearing and move onto deliberation. Chair Ellsworth commented that it makes sense and that the Planning Commission should make the recommendation to City Council about this legislative amendment item and Planning Commission all agreed and had some discussion with Staff about the UGB and the Urban Area Reserve. Chair Ellsworth entertained a proposed motion. Commissioner Corning moved that the Planning Commission recommend to City Council Legislative Amendment LA 24-01: Comprehensive Plan Map Amendment, based on the analysis and findings. Commissioner Berlin second the motion. Chair Ellsworth called for a vote, and it was unanimously in favor and Legislative Amendment LA 24- 01: Comprehensive Plan Map Amendment was recommended for the City Council for their October 28 meeting. Business from the Commission: None. Updates from Staff: Community Development Director Chris Kerr wanted to reminder the Planning Commission about their next meeting on October 24, 2024. It’s the deliberation and voting on the CU 24- 02 US Market Gas Station on 2540 & 2600 Newberg Hwy. Director Kerr commented that all testimony is online for the Planning Commission to see and encouraged them to read the testimony before coming to the meeting. He added that written testimony period is closed and reminded Commissioners to not have any ex-parte discussions outside of the Planning Commission meetings. Commissioner Bartel asked if they can be sent a link to the testimony and Director Kerr said he will have Staff send it out seven days before the hearing, along with the staff memo. Director Kerr also said that Staff can send out printed copies to them as well seven days before the hearing. Adjournment: Chair Ellsworth entertained a motion. Commissioner Lassen moved that the Planning Commission adjourned, and Vice-Chair Hernandez-Mejia seconded. Chair Ellsworth called for a vote, and it was unanimously in favor.
