CONVENED The meeting convened at 7:00 p.m. with Mayor Figley presiding. Mayor Figley Present ROLL CALL Councilor Cox Present Councilor Lonergan Present Councilor McCallum Present Councilor Morris Present Councilor Pugh Present Councilor Schmidt Arrived 8:30 pm Staff Present: City Administrator Derickson, City Attorney Shields, Police Chief Russell, Public Works Director Brown, Community Services Director Row, Community Relations Coordinator Stowers, Police Captain Alexander, Police Captain Garrett, Finance Director Palacios, City Recorder Shearer. 0:01 A. Woodburn Area Chamber of Commerce – Kristen Graybeal, Tourism Director of the Woodburn Area Chamber of Commerce reported on recent tourism activities. COMMUNITY/GOVERNMENT REPORTS 0:06 A. Public Works Director Brown provided an update on the request by Union Pacific to close the Mill Street crossing. Numerous meetings with Union Pacific, Public Works, ODOT Rail and Woodburn Fertilizer officials have been held discussing the various land use, safety and operational concerns associated with this crossing. The City is working to facilitate a mutually acceptable solution to the operational and safety issues between Union Pacific and Woodburn Fertilizer. PRESENTATIONS B. Public Works Director Brown provided an update on the Water Disinfection project. 0:51 A. Approve the Woodburn City Council minutes of March 14, 2011, and CONSENT AGENDA B. accept the Woodburn Park & Recreation Workshop minutes for March 8, 2011. McCallum/Pugh... adopt the Consent Agenda. The motion passed unanimously. 0:52 McCallum introduced Council Bill 2861. Recorder Shearer read the bill by title only since there were no objections from the Council. Public Works Director Brown and the COUNCIL BILL NO. 2861 – A RESOLUTION AUTHORIZING THE INCLUSION OF THE CITY HALL SECURITY AND EMERGENCY POWER IMPROVEMENT PROJECT IN FY 2011-2012 CAPITAL IMPROVEMENT PROGRAM 2 ---PAGE BREAK--- COUNCIL MEETING MINUTES MARCH 28, 2011 Page 2 - Council Meeting Minutes, March 28, 2011 Deca Architecture consultant provided a presentation on the planned security and power improvement project. Council asked questions regarding funding and whether the project can be completed in phases. Staff agreed to do additional research and investigation to clarify the project funding proposal and address Council requests for details regarding security. Cox/Pugh… table Council Bill 2861. The motion passed unanimously. 1:47 Schmidt/Cox... authorize the Police Chief and City Attorney to take reasonably necessary actions under the law to address the conditions existing at 1040 Wilson Street, Woodburn, Oregon, including the filing of a complaint in a court of competent jurisdiction. 1040 WILSON STREET 1:59 A. City Administrator Derickson requested Council schedule a work session to discuss street Systems Development Charges. Council agreed to schedule a work session at the next Council meeting at 6:00 pm. CITY ADMINISTRATOR’S REPORT 2:01 • Councilor McCallum reminded everyone of the Kiwanis sponsored Mayor’s Prayer Breakfast scheduled for Tuesday, May 10, 2011 at 6:30 am.
