Revise subtitle and narrative to add file no. ANX 2020-02 at the start of the file list. 2. Detail A: Regarding the access and utility easement north boundary, revise to label the east-west length of the segment coterminous with the Lot 3 south lot line segment. If not already the case, please have the length be at least 21 feet (ft; assumes conformance with parking minimum setback of 5 ft from Lot 2 and a 16-foot wide parking pad). See the segment below circled in blue: 3. Why do Lots 1 & 2 have a 5-foot wide east-west off-street private storm drain PUE within their southerly areas? The flag Lot 4 flagpole driveway is already to have an adjacent off-street private utility easement 21 ft wide to the benefit of Lots 1-3. The concern is undue encumbrance of Lots 1 & 2. Revise to remove. 4. Why do Lots 4 & 5 have an 8-foot wide east-west off-street public utility easement (PUE) within their northerly areas? The driveway is to be the area of an easement and utilities. The concern is undue encumbrance of Lot 5, which is the narrowest lot and already to be encumbered at the south with a storm drain easement, and flag Lot 4 because regarding the 8-ft easement would intrude well into the flag portion. Revise to remove. (If the private/public distinction is a concern, make the adjacent 21-foot wide off-street private utility easement public instead of private, making clear with a plat note that the City does not assume maintenance responsibility of any private utilities and simply retains right to construct, reconstruct, operate, and maintain public utilities.) 5. Revise the access and utility easement boundaries to cover a similar area as the emergency vehicle access easement area, so that homebuilders may opt for Lots 4 & 5 dwelling parking areas to be off of the fire turnaround pavement rather than being limited to being off only the east-west driveway pavement. Specifically, the difference would be that for access purpose, the easement (or a second easement just for access) would have a hammer shape, but be narrower compared to the fire access hammer and not necessarily having curvature like the fire hammer. Delineate access at least 10 ft wide, but no more than 16 ft wide, centered along the Lots 4 & 5 common line. See schematic: B. Sheet 2: Revise subtitle to add file no. The Basis of Bearings used was between monuments C and I, the line being held as South 89°37'28" East per the Oregon Coordinate Reference System (OCRS) Salem Zone, referenced to NAD83 (2011), Epoch 2010.00. This line was held for the north line of the subject property. I then extended this line record distance Easterly per the plat of VALENTINA ESTATES to locate the original northeast corner by deed. To determine the east line of the subject property (also being the west right of way of Brown Street) I held the above described calculated northeast corner and monument F. This line agrees with our determination of Brown Street as shown in the plat of VALENTINA ESTATES. To determine the south line of the subject property, I held monuments A and B per MCSR 18980A.
