Murals that are created without approval from the Public Art Mural Committee are not public art, but are considered signs regulated by the Woodburn Development Ordinance (Section 3.110). Selection Criteria (see Section 7 of Ordinance 2491) 1. Strength of artist's concept for, and originality of, the public art mural 2. Demonstrated craftsmanship of the artist 3. Appropriateness of scale of the mural to the wall on which the mural will be painted or attached 4. Appropriateness of the scale of the mural to the surrounding neighborhood 5. Architectural, geographical, socio-cultural or historical relevance of the mural to the site 6. General support or advocacy for the mural from the building owner/user, surrounding neighborhood, adjacent businesses, and arts community 7. Ability to complete the proposed mural 8. The proposed mural will not be located on a single-family dwelling, duplex, or multi-family dwelling (does not include mixed-use buildings which contain such dwellings) 9. The proposed mural will not incorporate: a. electrical components b. three dimensional structural elements c. electrical lights as part of the image d. moving structural elements e. flashing or sequential lighting f. interior lighting elements g. any automated method that causes movement h. any method that causes periodic changes in the appearance of the mural or changes the mural image or message 10. The proposed mural will be located in a manner that is visible to the public Criterios de selección (véase la Sección 7 de la Ordenanza 2491) 1.
