Declaration of Surplus Property 5 11. GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Comment time may be limited by Mayoral prerogative. A. Council Bill No. 2990 - A Resolution Declaring Certain City Owned Property as Surplus Property and Authorizing the City Administrator Solicit the Sale of said Property 19 Recommended Action: Conduct a public hearing and adopt the attached resolution declaring certain city owned property as Surplus Property and authorizing the City Administrator to solicit the sale of said property. B. Centennial Park Playground Grant Agreement 21 Recommended Action: Authorize the City Administrator to enter into the attached Local Government Grant Agreement with the Oregon Parks and Recreation Department. The $52,544 grant was awarded for the Centennial Park Playground Project. C. City Administrator Pro Tem 28 Recommended Action: It is recommended the City Council appoint Assistant City Administrator Jim Row as Administrator Pro Tem for the period November 10 through November 30, 2015. 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. A. Director Approval of a Residential Architectural Standards Substitution; File Number RSS 2015-02, Located at 577 Willow 29 Recommended Action: No action is recommended. This item is placed before the Council for informational purposes, in compliance with the Woodburn Development Ordinance (WDO) Section 4.02.02.
