Council Bill No. 3299 – A Resolution Initiating the Process to Amend the Woodburn Urban Growth Boundary to Realize a One-Time Site Addition in Compliance with House Bill 4035 (2026) 114 Recommended Action: Adopt the attached Resolution initiating the process for amending the Woodburn Urban Growth Boundary to add a one-time site addition in compliance with House Bill (HB) 4035. B. Council Bill No. 3300 - A Resolution Initiating Consideration of Legislative Amendments to the Woodburn Development Ordinance and Comprehensive Plan 139 Recommended Action: Adopt the attached Resolution initiating a legislative amendment to the Woodburn Development Ordinance (Zoning Code) and Comprehensive Plan. C. Yakima Valley Farm Workers Clinic – Salud Medical Center Fire Control Utility Connection Request 145 ---PAGE BREAK--- March 23, 2026 Council Agenda Page iii Recommended Action: Authorize the City to undertake all steps necessary to complete the Salud Medical Center Fire Control Utility Connection, including entering into negotiations over the acquisition of necessary easement rights and completing related construction work. D. Award of Construction Contract for the 2026 Slurry Seal Project 150 Recommended Action: Award the construction contract for the 2026 Slurry Seal Project to the lowest responsible bidder, Blackline Inc., in the amount of $139,854, and approve an additional $40,000 for this project as a contingency for change orders that may arise during construction, and authorize the City Manager to sign the contract. 12.
