Agenda Woodburn Planning Commission Meeting April 28, 2022 – 7 p.m. Council Chambers, Woodburn City Hall 270 Montgomery Street Woodburn, OR 97071 Note: Access to City Hall remains limited due to COVID-19 and staff will host this meeting by video conference. March 10, & April 14, 2022 Chair Piper needs to sign minutes that the Commission approved on April 14. 4. Business from the Audience 5. Communication 6. Public Hearing (Quasi-Judicial): a. SUB 21-02 & VAR 22-03: “1385 Cooley Road Subdivision” at 1385 Cooley Rd. An 11-lot subdivision in the RS zoning district, with variance requests to lot depth for Lots 6, 8, 9, & 10 as well as front and rear minimum setbacks for Lot 9. b. SUB 21-03, PAR 22-01, PP 22-01, & VAR 22-05: “Parr Road Subdivision” at 9008 Parr Rd. A phased development proposal; the first phase is to partition the property into two parcels and the second phase is a 68-lot residential subdivision of the northerly parcel. The southerly parcel will remain undeveloped. The variance request is to vary from the alley requirement for small lots in the RSN zoning district. c. LA 21-03: Tree Preservation & Removal: Legislative Amendment 21-03 of the Woodburn Development Ordinance (WDO) to improve tree preservation and removal regulations. 7. Business from the Commission 8.
