C. Liquor License Application for El Rodeo Bar & Grill 19 Recommended Action: The Woodburn City Council recommends that the OLCC approve the Liquor License Application for El Rodeo Bar & Grill. D. Liquor License/Change of Ownership Application for C&M Market 21 Recommended Action: The Woodburn City Council recommends that the OLCC approve the change of ownership of the C&M Market. 9.
