GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Woodburn Downtown Association Agreement 16 Recommended Action: It is recommended that the City Council authorize the City Administrator to enter into a management agreement with the Woodburn Downtown Association. B. Council Bill No. 2978 - A Resolution Authorizing Application for a Local Government Grant from the Oregon Parks and Recreation Department for the Rehabilitation of the Playground at 23 April 13, 2015 Council Agenda Page ii ---PAGE BREAK--- Centennial Park Recommended Action: It is recommended that the City Council adopt the resolution authorizing the Community Services Department to apply for a State of Oregon Local Government grant for the Centennial Park Playground Rehabilitation Project. C. City Council FY 2015/16 Goals 27 Recommended Action: Via a motion, approve the 2015 City Council Retreat Summary. D. Award of Construction Contract for Garfield Street Storm Sewer Improvements, Bid No 2015-04. 121 Recommended Action: That the City Council, acting in its capacity as the Local Contract Review Board, award the construction contract for the Garfield Street Storm Sewer Improvements project to CG Contractors, LLC in the amount of $77,418.00. 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. None. 13.
