Presentation: Introduction of updated Parks Master Plan by Community Service Director Jesse Cuomo. 6. Public Hearing(s): a. ANX 23-03: Brown Street Annexation: Annexation into city limits of approximately 1.43 gross acres composed of Tax Lot 051W18C001200 and adjacent right-of-way (ROW) of Brown St. Includes a zone change (also termed rezoning or re-zoning) to the Residential Single Family (RS) zoning district. Conditional upon a City/applicant annexation agreement about future development coming with public improvements, primarily street frontage upgrades. Commission to make a recommendation to City Council. b. DR 22-06: 1030 Young Street Apartments (1030 Young St): Design Review DR 22-06, lot consolidation of two lots through Property Line Adjustment PLA 22-04, Street Adjustment SA 23-04, & Variance VAR 23-04 with five variance requests to redevelop the site of the demolished Young Street Market, which burned down February 5, 2018, as an unnamed apartment complex of 4 buildings totaling 94 apartments on 3.51 acres zoned Mixed Use Village (MUV) between Oregon Highway 99E Pacific Highway) and Gatch Street. SA request is to keep as is Young Street asphalt and curb and not widen it. Two of the variance requests are to vary from WDO 3.01.07C and Table 3.01A row 1b(2) by narrowing Bicycle/Pedestrian Corridor RR2 and its Path RR2. (DR 22-06, etc.; continued from October 12). 7.
