December 29, 2020 Public Hearing minutes on 2020 Community Development Block Grant from Business Oregon 5 Recommended Action: Approve the minutes. C. Intergovernmental Agreement – Participation in Support of an Application for CDBG COVID-19 Funding for Rental Assistance 7 Recommended Action: Authorize the City Administrator to execute an Intergovernmental Agreement (IGA) between the City of Woodburn and the cities of Hubbard and Gervais, all partnering in applying for a Community Development Block Grant for COVID-19 Emergency Rental Relief. D. Crime Statistics through November 2020 13 Recommended Action: Receive the report. E. Building Activity for December 2020 18 Recommended Action: Receive the report. 9. TABLED BUSINESS None. 10. GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Council Bill No. 3141 - Resolution Setting Amount of the Parks and Recreation Systems Development Charges Under an Existing 34 ---PAGE BREAK--- January 11, 2021 Council Agenda Page iii Methodology; Establishing an Alternative Rate Review Fee; and Setting an Effective Date for Imposition of the Fees and Charges Recommended Action: Adopt a resolution approving a Parks and Recreation System Development Charges (SDC) schedule, which has been updated to account for increasing construction costs, consistent with Ordinance No. 2250; and establishing an effective date of February 1, 2021. B. Award a Contract for Engineering Services for a Water Supply System Risk & Resiliency Assessment to Murraysmith, Inc. 39 Recommended Action: Award a Contract for engineering services for the Woodburn Water Supply System Risk & Resiliency Assessment to Murraysmith, Inc. in the amount of $75,007 and authorize the City Administrator to sign the Agreement. 12.
