Woodburn City Council Executive Session minutes of April 25, 2022 4 Recommended Action: Approve the minutes. C. Acceptance of a Public Utility Easement on West Hayes at 998 West Hayes, Woodburn OR, 97071 (Tax Lot 051W07CC08300) 5 Recommended Action: Accept a public utility easement from Bryan J. Donaldson and Jeanna M. Donaldson, owners of the property located at 998 West Hayes Street, Woodburn, OR 97071 (Tax Lot 051W07CC08300). 9. TABLED BUSINESS None. 10. PUBLIC HEARINGS None. 11. Council Bill No. 3185 – An Ordinance Amending the Woodburn Development Ordinance (WDO) Relating to the Transportation System Plan (TSP) and Transportation Generally (LA 21-01) 10 Recommended Action: Adopt Ordinance 2602 to implement Legislative Amendment LA 21-01 of the Woodburn Development Ordinance (WDO). ---PAGE BREAK--- May 9, 2022 Council Agenda Page iii B. Award of Construction Contract for the West Hayes Street Improvements Project 340 Recommended Action: Award the construction contract for the West Hayes Street Improvements Project to the lowest responsible and responsive bidder, Knife River Corporation, in the amount of $3,108,244.60 with an additional $300,000 for this project as a contingency for potential project change orders that may occur during the construction process. C. Award of Construction Contract for the Downtown Street Tree Removal & Brick Pavers Repair PH. 2, Bid #2022-06 342 Recommended Action: Award the construction contract for the Downtown Street Tree Removal & Brick Pavers Repair PH. 2 to the lowest responsible and responsive bidder, Trees Plus Northwest, LLC in the amount of $97,943.00. D. ROBC Holy Trinity Private School – Farmers Market Agreement 344 Recommended Action: Authorize the City Administrator to enter into a management agreement with the ROBC Holy Trinity Private School for operation of the Woodburn Farmers Market. E. Letter to Marion County Commissioners in support of the current Marion County Ambulance Service Area Plan 353 Recommended Action: Authorize the Mayor to sign the attached letter addressed to the Marion County Board of Commissioners. 12. OTHER BUSINESS None. 13. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. A. Call-Up Briefing: Planning Commission approval of a Preliminary Subdivision, Preliminary Partition, Phasing Plan, and Variance application package for 9008 Parr Road (SUB 21-0, PAR 22-01, PP 22- 01, & VAR 22-05) 355 Recommended Action: Staff recommends no action and briefs the Council on this item pursuant to Woodburn Development Ordinance (WDO) Section 4.02.02. The Council may call up this item for review if desired and, by majority vote, initiate a review of this decision. B.
