The Aquatic Center and Library will be closed on December 24 and 25. New Year’s Day: City Hall and the Library will be closed on January 1. The Aquatic Center will be open noon – 5:00 p.m. B. The City Council meeting scheduled for December 25 is cancelled. The next City Council meeting will take place on January 8, 2018 at 7:00 p.m. Appointments: A. PUBLIC HEARINGS A. Specht Annexation (ANX 2017-04; CPA 2017-01; MP 2017-01; ZC 2017- 01; RCWOD 2017-04) 31 Recommended Action: Conduct a single public hearing on the consolidated land use applications listed above regarding the Mahan (“Specht”) property and, after all testimony and evidence is presented, close the public hearing and make a tentative decision. 12. Council Bill No. 3050 - A Resolution Approving a Master Plan for the Southwest Industrial Area in Conjunction with an Annexation Application Submitted by Specht Woodburn LLC 208 Recommended Action: Approve the Resolution. B. Council Bill No. 3051 - An Ordinance Annexing Approximately 107.8 Acres of Property into the City of Woodburn, Generally Located at the Southeast Corner of Butteville Road and State Highway 219, Marion County, Oregon 228 Recommended Action: Adopt the Ordinance. C. Council Bill No. 3052 - An Ordinance Approving a Comprehensive Plan Map Amendment from Primary Agriculture (County) to Southwest Industrial Reserve (City of Woodburn) on Approximately 107.8 Acres of Property, Generally Located at the Southeast Corner of Butteville Road and State Highway 219, Marion County, Oregon and Approving a Zoning Map Amendment on said Property to Southwest Industrial Reserve 264 Recommended Action: Adopt the Ordinance. Award Personal Service Contract to PBS Engineering & Environmental, Inc. 377 Recommended Action: That the City Council, acting in its capacity as the Local Contract Review Board, authorize the City Administrator to enter into a Personal Services Contract with PBS Engineering & Environmental, Inc. for the Design & Construction Management Services for the Hardcastle Avenue Realignment at Railroad Crossing Project. I. Award Personal Service Contract to Galardi Consulting, LLC (DBA Galardi Rothstein Group) 379 Recommended Action: That the City Council, acting in its capacity as the Local Contract Review Board, authorize the City Administrator to enter into a Personal Service Contract with Galardi Consulting, LLC (DBA Galardi Rothstein Group) for the Water System Financial Plan Update. ---PAGE BREAK--- December 11, 2017 Council Agenda Page v 13.
