Business from the Audience 5. Communication 6. Public Hearing (Legislative Item): a. LA 21-02 Middle Housing: The Commission is to hold a public hearing and make a recommendation to the City Council about Legislative Amendment 21-02 to the Woodburn Comprehensive Plan and the Woodburn Development Ordinance (WDO) to comply with “middle housing” state law that the legislature created through House Bill 2001 (2019) and the Oregon Dept. of Land Conservation & Development (DLCD) through Oregon Administrative Rules (OAR) 660-046. The two basic results would be for residential zoning districts where houses are allowed by right to allow by right also the land uses and dwelling types of duplex, triplex, quadplex, and cottage clusters and to establish development standards for this “middle housing” that are no more restrictive than they are for houses. Changes include to lower minimum lot sizes to the largest that the City may require by state law and to lower off-street parking minimums to the highest that the City may require by state law. 7.
