ROLL CALL Mayor Figley Present Councilor Carney Present Councilor Lonergan Present Councilor Schaub Present Councilor Morris Present Councilor Ellsworth Present Councilor Veliz Absent Staff Present: City Administrator Derickson, City Attorney Shields, Assistant City Administrator Row, Police Chief Ferraris, Interim Public Works Director Liljequist, Economic Development Director Johnk, Community Relations Manager Gutierrez-Gomez, Communications Coordinator Horton, City Recorder Pierson 0:00 ANNOUNCEMENT The City's Budget Meeting will be held at 9:00 a.m. on Saturday, May 13, 2017 at Woodburn City Hall. 0:01 COMMUNITY/GOVERNMENT ORGANIZATIONS Woodburn Fire District – Chief Paul Iverson, Woodburn Fire District, announced that the Woodburn Fire District was awarded the seismic rehabilitation grant they applied for. 0:03 COMMUNICATIONS Mayor Figley read a resignation letter from City Councilor Veliz. Mayor Figley stated that the City Charter is clear that the Mayor has the responsibility to appoint a replacement to fill the vacant seat with the approval of the City Council. She added that the City will get the word out to as many people as possible in Ward 1 and then go through an application and interview process. 0:05 CONSENT AGENDA A. Woodburn City Council minutes of April 24, 2017, B. Liquor License Application for Mariscos El Sarandeado Mexican Restaurant, LLC. Lonergan/Schaub… adopt the Consent Agenda. The motion passed unanimously. 0:06 COUNCIL BILL NO. 3031 - A RESOLUTION INITIATING CONSIDERATION OF LEGISLATIVE AMENDMENTS TO THE WOODBURN DEVELOPMENT ORDINANCE Lonergan introduced Council Bill No. 3031. Recorder Pierson read the bill by title only since there were no objections from the Council. Community Development Director Kerr provided a staff report. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 3031 duly passed. ---PAGE BREAK--- COUNCIL MEETING MINUTES MAY 8, 2017 Page 2 - Council Meeting Minutes, May 8, 2017 0:58 COUNCIL BILL NO. 3032 - A RESOLUTION APPROVING AN ECONOMIC INCENTIVE POLICY Lonergan introduced Council Bill No. 3032. Economic Development Director Johnk provided a staff report. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 3032 duly passed. 0:59 AWARD OF CONSTRUCTION CONTRACT FOR THE WEST HAYES STREET SANITARY SEWER PIPELINE PROJECT, BID #2017-02 Interim Public Works Director Liljequist provided a staff report. Lonergan/Morris… that the City Council, acting in its capacity as the Local Contract Review Board, award the construction contract for the West Hayes Street Sanitary Sewer Pipeline Project to the lowest responsible bidder, Pacific Excavation, Inc. in the amount of $985,000.00. The motion passed unanimously. 1:04 COUNCILOR MORRIS’ REQUEST TO ATTEND CONFERENCE Lonergan/Ellsworth… approve Councilor Morris’ request to attend the Echelon Front’s conference titled “Extreme Ownership” for costs not to exceed $4,000.Councilor Lonergan stated that he is in favor of this. Councilor Schaub stated that she is in support of training but does have concerns about the violent titles of some of the coursework. Councilor Carney stated that he supports this and looks forward to Councilor Morris bringing this information back to Council. Councilor Morris recused himself from voting. The motion passed unanimously with Councilor Morris not voting. 1:11 CITY ADMINISTRATOR’S REPORT The City Administrator had nothing to report. MAYOR AND COUNCIL REPORTS Councilor Lonergan stated that he has noticed that the Woodburn Police Department is starting up its Good Neighbor Program in June and asked if Chief Ferraris could provide information on that. Chief Ferraris stated that the program will begin June 1st and will start with educating citizens on the ordinances and then enforcement if the problems persist. Mayor Figley thanked Councilor Lonergan for filling in for her during the past two meetings. Councilor Ellsworth stated that the new Welcome to Woodburn signs look great and they make it look like we are taking care and pride in the City and thanked Jim Row for his work on this. She also asked when the Council meeting picnic would take place and City Administrator Derickson answered that it will take place during the second meeting in July. Councilor Morris stated that he attended the Cinco de Mayo celebration on Friday night and it was packed. He added that the parking lot behind the post office would be a good place for food cart pods. 1:56 ADJOURNMENT Morris/Schaub... meeting be adjourned. The motion passed unanimously.
