Woodburn City Council Meeting minutes of May 24, 2021 2 Recommended Action: Approve the minutes. B. Liquor License Application for Casa Marquez Mexican Grill 6 Recommended Action: Recommend that the OLCC approve the Liquor License Application for Casa Marquez Mexican Grill. 9. TABLED BUSINESS None. 10. PUBLIC HEARINGS A. 2020 Community Development Block Grant COVID-19 (CDBG-CV1) from Business Oregon for Food Bank Assistance due to Impacts of the COVID-19 Pandemic 8 Recommended Action: Hold a public hearing to consider the City’s application for a 2020 CDBG-CV1 grant to fund Aware Food Bank Assistance and authorizing the City Administrator to execute any and all documents related to the grant application and to effectuate an award of the grant. B. Fiscal Year (FY) 2021-22 City Budget Adoption 10 Recommended Action: Conduct a public hearing to consider the budget as approved by the Budget Committee. C. Fiscal Year 2021-22 Resolution Regarding State Revenue Sharing 11 Recommended Action: Conduct a public hearing to receive comment on the possible uses/distributions of state revenue sharing ---PAGE BREAK--- June 14, 2021 Council Agenda Page iii funds. 11. GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Council Bill No. 3156 - A Resolution Adopting the Fiscal Year (FY) 2021- 22 Budget; Making Budget Appropriations; and Categorizing Taxes 12 Recommended Action: Adopt the resolution adopting the budget and capital improvements plan, making appropriations, and declaring and categorizing taxes for FY 2021-22. B. Council Bill No. 3157 - A Resolution Declaring the City of Woodburn’s Eligibility and Election to Receive State Revenue Sharing 14 Recommended Action: Adopt a resolution declaring the City’s eligibility and election to receive these funds. C. Council Bill No. 3158 - A Resolution Authorizing Execution of a Collective Bargaining Agreement Between the City of Woodburn and the Woodburn Police Association Beginning on July 1, 2021 and Ending on June 30, 2022 16 Recommended Action: Adopt the resolution authorizing a one-year “roll over” Collective Bargaining Agreement between the City and the Woodburn Police Association (“the WPA”) for 2021-2022. D. Boys and Girls Club Agreement 74 Recommended Action: Authorize the City Administrator to enter into a management agreement with the Boys and Girls Club of Salem, Marion, and Polk Counties. E. Redflex Contract Extension Amendment 90 Recommended Action: Authorize the City Administrator to sign the attached Seventh Extension of the Agreement with Redflex Traffic Systems, Inc. to provide Red Light/Speed Photo Enforcement Services to the City of Woodburn. F. Transient Occupancy Tax Grant Distribution and Proposed Three-Year Agreement with the Woodburn Area Chamber of Commerce 93 Recommended Action: Authorize the renewal of a proposed three- year agreement, effective July 1, 2021, through June 30, 2024, (see Exhibit A) with the Woodburn Area Chamber of Commerce. 12.
