WOODBURN PLANNING COMMISSION PUBLIC HEARING/MEETING MINUTES February 24, 2022 CONVENED: The Planning Commission met in a 7 p.m. virtual public meeting session via GoToMeeting, Chair Piper presiding. ROLL CALL: Chair Piper Present Vice-Chair Ellsworth Absent Commissioner Hernandez-Mejia Present Commissioner Berlin Absent Commissioner Corning Present Commissioner Bartel Present Commissioner Lassen Absent Staff Present: Chris Kerr, Community Development Director Dan Handel, Associate Planner McKenzie Granum, Assistant City Attorney Introduction Chair Piper opened the meeting at 7:04pm. Minutes: January 13th, 2022. Commissioner Corning moved that the Commission accept the minutes as presented. Commissioner Bartel seconded. The motion carried unanimously and the minutes were approved. Business from the Audience: None. Communication: None. Public Hearings: Chair Piper called for the public hearing of the quasi-judicial hearing for DR 22-01 “Trapala Restaurant Expansion” at 185 W. Hayes Street. Chair Piper asked for any potential conflicts of interests, ex-parte contacts, site visits from commissioners. Commissioner Bartel said that she is familiar with the site but is extremely unfamiliar with the expansion project. No challenges to the commission were received. Hearing none, they moved on to the Public Hearing Statement. Assistant City Attorney Granum read the public hearing statement. Associate Planner Handel presented the staff report. DR 22-01 “Trapala Restaurant Expansion” at 185 W. Hayes Street. Architect Brian Cobb, from Infinite Architecture (P.O. Box 664, Donald, OR 97020; 10698 Cone St. #20, Donald, OR 97020) spoke on behalf of the applicant. He explained the project and the building plans for the restaurant. Chair Piper asked the Commission if they have any questions for Cobb. Hearing none, Chair Piper asked for testimony from proponents. Hearing none, Chair Piper asked for testimony from opponents. Hearing none, he closed the public hearing. The Commission deliberated. Commissioner Corning liked the idea of roll up windows and the project overall. Commissioner Bartel liked that the business is expanding and is bringing in more people downtown. ---PAGE BREAK--- Commissioner Corning moved that the Planning Commission approve DR 22-01 “Trapala Restaurant Expansion” with staff recommendations and be prepare the final decision for the Chair to sign. Commissioner Bartel seconded and the motion passed unanimously. Chair Piper moved on to the public hearing for SUB 21-01 & VAR 22-02 “913 & 959 Hardcastle Avenue Subdivision.” Chair Piper asked for any potential conflicts of interests, ex-parte contacts, site visits from commissioners. Hearing none, Chair Piper asked for any challenges to the commission. Hearing none, Chair Piper moved on to the public hearing statement. Assistant City Attorney Granum read the public hearing statement. Associate Planner Handel presented the staff report. Chair Piper asked about the outbuilding that goes over the property line and where it’s located. He also asked if Woodburn has a standard for tree protection like Portland does. Handel confirmed that Woodburn does not. Community Development Director Chris Kerr explained the Portland Tree Standards and mentioned he hopes those standards will be incorporated into Public Works standards in the future. Commissioner Corning inquired about flag lots. Handel responded that Lots 2-4 are flag lots, while Lots 1 & 5 are interior lots. Commissioner Hernandez-Mejia inquired about requirements for replacement trees in instances where existing significant trees are removed. Kerr and Handel responded that there are requirements for planting street trees and for replacement trees. Applicant Marfa Scheratski (959 Hardcastle Ave, Woodburn, OR 97071) introduced herself and said she would like to subdivide the property. There were no questions from the Commission for her. Chair Piper moved on to testimony from proponents. Hearing none, Chair Piper asked for testimony from opponents. Hearing none, he dispensed with the rebuttal and closed the public hearing. The Commission deliberated. Commissioner Corning asked if the homes that are part of the project are manufactured homes. Applicant Marfa Scheratski answered that they are not. Commissioner Corning motioned to approve SUB 21-01 & VAR 22-02 “913 & 959 Hardcastle Avenue Subdivision,” pursuant to staff recommendations and that a final order be prepared for the chair’s signature. Commissioner Hernandez-Mejia seconded the motion. The motion passed unanimously and SUB 21-01 & VAR 22-02 was approved. Business from the Commission: None. Staff Update: Community Development Director Kerr thanked staff for the hard work associated with quasi-judicial projects. He gave an overview of current projects, both active and upcoming. Commissioner Bartel asked about Covid-related policies and requested to have someone explain what middle housing is in the beginning of the next meeting. Kerr answered that they will explain middle housing in the next meeting and wrapped up with a brief discussion on tree cutting rules. Adjournment: Commissioner Corning moved to adjourn and Commissioner Bartel seconded. The motion passed unanimously and the meeting was adjourned at 7:45 pm.
