The three comments and the responses are presented below. Comments & Responses Comment: 1. Based on the speed and volume of traffic on Boones Ferry Road as well as the turn lane warrant findings in the TIS, DKS recommends that a southbound left turn lane be constructed on Boones Ferry Road at E Traverse Road as part of the development’s approval. A southbound left turn lane is needed to provide dedicated roadway space for vehicles to slow down from 55 mph to make a left turn onto E Traverse Road. By not installing a southbound left turn lane, there is an increased change for high- speed rear-end collisions involving traffic generated by the proposed development. Today, there are southbound left turn lanes at the two streets to the north, Iris Street and Dahlia Street, which carry similar levels of traffic and where the posted speed is only 25 mph. Based on the site plan, there appears to be 60 feet of existing right-of-way width on Boones Ferry Road north of the project frontage, which is adequate width to provide a southbound left turn lane and a travel lane in each direction. DKS recommends that the developer construct a southbound left turn lane at E Traverse Road as well as appropriate taper south of E Traverse Road. This improvement will likely require off-site paving and roadway striping north of the project site. ---PAGE BREAK--- January 3, 2025 Page 2 of 3 Response: Condition of Approval (COA) #5 for Boones Crossing Phase 6 (DR 22-18, MOC 22-02, & VAR 22-16) requires improvements to S Boones Ferry Road along their property frontage, which extends southward from Iris Street to the southern arterial (E Traverse Road). These improvements would include a 12-foot center turn lane as well as other features such as bike lanes and curb, and sidewalk plus landscape strip along the east side of the roadway. COA #6 for the same project requires half street construction of the southern arterial (E Traverse Road) along their property frontage, which extends eastward from S Boones Ferry Road to Iris Street. These improvements would include a 21-foot paved roadway with curb, sidewalk, and landscape strip along the north side. Because Boones Crossing Phase 6 has been conditioned with these improvements, the proposed Boones Crossing Subdivision has assumed they would be in place and planned to improve their site frontage to match into the approved system. ICON is open to discussing options regarding the timing of construction of the improvements listed in COA #5 and #6 for Boones Crossing 6. Comment: 2. The TIA states that in the last 5 years there were 14 crashes (including 2 fatal) at the intersection of OR 99E/Boones Ferry Road, the observed crash rate is higher than the 90 th percentile crash rate, and that the intersection is in the top 10 percent of the 2022 SPIS list. No safety mitigations are recommended in the TIS. Because the intersection has a poor crash history and the proposed development is estimated to send 35% of its site-generated vehicle trips through the intersection, DKS recommends that the City, ODOT, and developer discuss potential off-site safety mitigations at this intersection. Low-cost, high-benefit safety improvements such as an overhead flashing beacon at the intersection or flashing beacons on intersection ahead warning signs could be considered. These types of improvements are low-cost and provide a 13% reduction in crashes for each improvement (ODOT CRF I15 and I25). Response We agree that these improvements could address the existing safety concerns at this intersection. As this intersection is located in Marion County, County staff would likely need to be involved in the decision to move forward with collecting funding for one or both of these projects. ---PAGE BREAK--- January 3, 2025 Page 3 of 3 Comment: 3. Table 11 in the TIS provides the proposed proportionate share for three projects in the City’s TSP. No calculation is provided for Project R3 as “the proposed development will only add traffic to a portion of the corridor”. A proportionate share can and should be calculated for this TSP project. Below is a proposed calculation by DKS. The applicant should review this calculation and provide any alternate suggested method if desired. Response: In general, we agree with the approach taken in estimating the proportionate share cost outlined in the comment; however, we suggest two minor changes. The first is the length of the roadway improvement should be measured from the point where the improvement would begin the end of the existing 5-lane cross section) rather than the intersection several hundred feet to the west. The second is to use a forecast volume rather than an existing volume as the basis of the calculation. This approach is consistent with other proportionate share calculations shown in Table 11 of the TIA. The resulting calculations are shown in Table 2.
