The City Council meeting scheduled for July 8 is cancelled. The next City Council meeting will be July 22, at 7:00 p.m. and will take place at the Woodburn Police Department Community Room. B. In observance of Independence Day, City Hall offices, the Library, and Transit service will be closed Thursday, July 4, 2019. The Aquatic Center will be open 7am – 4pm. C. Woodburn Parks and Recreation would like to invite the Mayor and the Council along with all Woodburn residents out to the annual 4th of July Celebration sponsored by Cox Electric. This year’s event will kick off at 5:30 at Centennial Park. Enjoy a night of family activities, musical entertainment, great food, and dazzling fireworks. Entertainment will feature PURUSA, Papa Smoke and Reedy 300. (Goal 1) D. The July 4th all you can eat Chuckwagon breakfast will take place from 7:00 a.m. to 10:00 a.m. at Legion Park. Woodburn Fire District Fire Marshal James Gibbs will be providing an overview of the fire and live safety inspections that are being conducted in the City of Woodburn. B. Acceptance of Four Easements at 591Gatch Street, Woodburn, OR 97071 (Tax Lot 051W18AA05700) Recommended Action: That City Council accept three public utility easements and one bicycle & pedestrian easement granted by Mid-Valley Community Church, owners of the property located at 591 Gatch Street, Woodburn, OR 97071 (Tax Lot 051W18AA05700). 17 C. Acceptance of Three Warranty Deeds at 591Gatch Street, Woodburn, OR 97071 (Tax Lot 051W18AA05700) 36 Recommended Action: That City Council accept three warranty deeds granted by Mid-Valley Community Church for their property located at 591 Gatch Street, Woodburn, OR 97071 (Tax Lot 051W18AA05700). GENERAL BUSINESS – Members of the public wishing to comment on items of general business must complete and submit a speaker’s card to the City Recorder prior to commencing this portion of the Council’s agenda. Council Bill No. 3101 – An Ordinance Amending that Portion Of Table 2.03A of the Woodburn Development Ordinance which is Related to Residential uses In Commercial Zones (LA 2019-01) and Declaring An Emergency PUBLIC TESTIMONY ON THIS AGENDA ITEM IS CLOSED. NO PUBLIC COMMENTS WILL BE RECEIVED. 55 Recommended Action: Staff recommends that the Council adopt the attached ordinance amending the CG Zoning District provisions in the Woodburn Development Ordinance. B. Council Bill No. 3102 – A Resolution Establishing a Community Center Citizens Advisory Committee; Specifying Objectives; and Providing Membership Composition 76 Recommended Action: It is recommended that the City Council approve the attached resolution establishing a Community Center Citizens Advisory Committee (CAC); specifying objectives; and providing membership composition. C. Redflex Contract Extension (Goal 9) 82 Recommended Action: It is recommended the City Council authorize the City Administrator to sign the attached Fifth Extension of the Agreement with Redflex Traffic Systems, Inc. to provide Red Light Photo Enforcement Services. D. Award Personal Service Agreement to Opsis Architecture LLP (Goal 9) 85 Recommended Action: That the City Council authorize the City Administrator to enter into a Personal Services Agreement with Opsis Architecture LLP to conduct preliminary architectural design and program planning services for the Community Center Project. E. Award of Construction Contract for the Hardcastle Avenue Realignment at Railroad Crossing Project 87 ---PAGE BREAK--- June 24, 2019 Council Agenda Page iv Recommended Action: That the City Council, acting in its capacity as the Local Contract Review Board, award the construction contract for the Hardcastle Avenue Realignment at Railroad Crossing Project to the lowest responsible bidder, Pacific Excavation, Inc. in the amount of $777,000. F. Workers’ Compensation Insurance Provider 89 Recommended Action: Authorize the City Administrator to withdraw from Citycounty Insurance Services (CIS) workers’ compensation insurance and contract with SAIF Corporation (SAIF) for workers’ compensation insurance. 12. PLANNING COMMISSION OR ADMINISTRATIVE LAND USE ACTIONS – These are Planning Commission or Administrative Land Use actions that may be called up by the City Council. None. 13.
