COUNCIL MEETING MINUTES OCTOBER 22 2012 00 DATE COUNCIL CHAMBERS CITY HALL CITY OF WOODBURN COUNTY OF MARION STATE OF OREGON OCTOBER 22 2012 The meeting convened at 7 22 p m with Mayor Figley presiding 0 0 ROLL CALL Mayor Figley Present Councilor Cox Present Councilor Lonergan Present Councilor McCallum Present Councilor Morris Present Councilor Pugh Absent Councilor Schmidt Present Staff Present City Administrator Derickson Assistant City Attorney Stuart Public Works Director Brown Police Captain Alexander Economic and Development Director Economic Development Manager Craigie Acting Finance Director Shearer Assistant Recorder Pierson oo ANNOUNCEMENTS A City Hall and the Library will be closed on November 12 in observance of Veterans Day The Aquatic Center will be open normal hours B Due to the Veterans Day holiday the City Council meeting scheduled for Monday November 12 will be moved to Tuesday November 13 C The Aquatic Center will be hosting Spooky Splash From 5 007 00pm on Saturday October 27 which is generously sponsored by the Wooden Shoe Tulip Farm Guests can pick their pumpkin from the floating patch in the pool while experiencing the colorful glow of underwater lights and fall related festivities Cost for the event is regular general admission plus 2 00 per pumpkin D The annual Downtown Trick or Treating event is scheduled to take place in the Downtown Plaza from3 00pm 5 00pm on October 31 Various games contests and activity stations will be set up for all to enjoy Rain or shine 02 COMMUNITYGOVERNMENT REPORTS A Woodburn School District Superintendent Bautista gave an update on the modulars being installed at the high school and let Council know that the track has been finished He also informed the City Council that on November 2 and November 3 they will be working on the schools strategic plan He announced that the Oregon Supreme Court will be holding hearings at the high school Page 1 Council Meeting Minutes October 22 2012 ---PAGE BREAK--- COUNCIL MEETING MINUTES OCTOBER 22 2012 0 6 PRESENTATION Economic and Development Director presented an update on the Woodburn Development Ordinance 0 24 CONSENT AGENDA A Woodburn City Council minutes of October 8 2012 B Woodburn City Council Executive Session minutes of October 8 2012 C Woodburn Planning Commission minutes of September 27 2012 D Woodburn Recreation and Park Board minutes of October 10 2012 E Woodburn Library Board minutes of October 10 2012 F Crime Stats through September 2012 McCallum Schmidt approve the consent agenda as presented Motion passed unanimously 0 25 PLANNING COMMISSION APPROVAL OF MOC 201201 LOCATED AT THE LINKS AT TUKWILA PHASES IV AND V Council declined to call this item up for review 0 26 CITY ADMINISTRATOR S REPORT The City Administrator had nothing to report 0 26 MAYOR AND COUNCIL REPORTS Councilor Morris reminded people that ballots are being mailed out and to please vote 027 Mayor Figley entertained a motion to adjourn into executive session under the authority of ORS 192 660 2i For the record City Administrator Derickson waived his right to an open hearing for his evaluation Lonergan Cox to move into executive session The Council adjourned to executive session at7 50 pm and reconvened at 8 18 pm Mayor Figley stated that no action was taken by the Council while in executive session 1 05 All M m ATTEST City of Woodburn Oregon Page 2 Council Meeting Minutes October 22 2012 Heather Pierson Assistant City Recorder
