The proposed development would include space for 20 food trucks as well as a pavilion for eating. This memorandum outlines key analysis assumptions and methodology to be used in the traffic impact analysis for the proposed development. This specific land use code doesn’t have directional distribution data available. Instead, directional distribution trends are reviewed for similar use categories, including High-Turnover (Sit-Down) Restaurant (932) with a 61% entering/39% exiting trend, and Fast-Food Restaurant without Drive-Through Window (933), with a 50% entering/50% exiting trend. The proposed use is expected to fall somewhere between these two, with a stronger skew towards ITE Code 932 because of the typical dwell time of patrons at the establishment and balancing between those patrons leaving with their food versus dining at the pavilion. With that in mind, directional distribution of 60% entering and 40% exiting is recommended for the PM Peak Hour analysis.
