Legislative Amendment 21-01 Public Hearing: Public Hearing on Amendment to the Woodburn Development Ordinance (WDO) Relating to the Transportation System Plan (TSP) and Transportation Generally (LA 21-01) 9 Recommended Action: Conduct a public hearing and make a motion to tentatively approve LA 21-01, directing staff to submit an ordinance for consideration at the next City Council meeting. B. Ordinance Amendments to Adopt an Updated Transportation System Development Charges Methodology 340 Recommended Action: Conduct a public hearing on Ordinance Amendments to Adopt an Updated Transportation System Development Charges Methodology 11. Council Bill No. 3181 – An Ordinance Amending and Repealing Sections of Ordinance 2438, (The Transportation System Development Charges Ordinance) Based Upon a new Methodology Report Dated April 2022; and Setting an Effective Date 342 Recommended Action: Adopt an ordinance amending Ordinance 2438 (The Transportation System Development Charges Ordinance), effective June 1, 2022. B. Council Bill No. 3182 – A Resolution Establishing a Rate Schedule for Transportation System Development Charges (Including The 382 ---PAGE BREAK--- April 25, 2022 Council Agenda Page iii Interchange Management Area Charge and an Alternative Calculation Fee) Pursuant to a Recently Updated Transportation System Development Charges Methodology; and Setting an Effective Date for Imposition of the Fees and Charges Recommended Action: Adopt a resolution establishing Transportation System Development Charges (SDCs), Interchange Management Area Charges, and an Alternative Calculation Fee pursuant to the recently updated Transportation System Development Charges methodology. C. Council Bill No. 3183 – A Resolution Adopting a Supplemental Budget for FY 2021-2022 for Purposes of Adding an Additional Full-Time Equivalent ("FTE") Position to the Planning Department Fund 388 Recommended Action: Adopt the Resolution adopting a supplemental budget for FY 2021-2022 for purposes of adding an additional Full-Time Equivalent ("FTE") position to the Planning Department Fund. D. Council Bill No. 3184 - A Resolution Initiating the Jurisdictional Transfer of Certain County Roads Located within Woodburn City Limits from Marion County to the City of Woodburn 392 Recommended Action: Adopt the Resolution requesting that the Board of County Commissioners of Marion County surrender jurisdiction over segments of four roads that were previously annexed into the City. 12.
