JSA Civil, LLC - 111 Tumwater Blvd SE, Suite B203 - Tumwater, WA 98501 Technical Memorandum To: City of Woodburn From: JSA Civil, LLC Brandon Johnson, PE Date: October 2, 2025 Subject: Drainage Memorandum Project: WinCo Foods, LLC Parcel No. 052W12C002100, 052W12C002200 WinCo Foods is proposing to construct a grocery store located on Parcel No. 052W12C002100, and 052W12C002200 in the City of Woodburn. The store will include a parking lot, water, sewer, storm and other required utilities. The stormwater system will be designed in accordance with Chapter 7 and 11 of the City of Woodburn Stormwater Drainage Master Plan. Per chapter 11 the project site is included in subbasin S-4 of Senecal Creek Basin. Subbasin S-4 contains the East Tributary of Senecal Creek which is within the UGB, in which most of the development is expected to occur. Detention and management in subbasin S-4 are controlled by the two major thoroughfares that bisect the basin, Interstate 5 and Highway 214. In order to set specific detention and stormwater management control requirements in the East Tributary subbasin it is has been divided into four quadrants, ES-1, ES-2, ES-3, and ES-4. A BLA will be used to adjust the property line of lot 11. Tract is reserved for a stormwater facility associated with subbasin ES-4. Please see No. 4 and 5 of the Plat Restrictions. The lidar data provided by shows the detention facility has been constructed. In addition, the survey completed by Weddle Surveying, Inc. shows 18-inch storm lines from lot 11 and lot 12 connecting to the stormwater detention facility in Tract ---PAGE BREAK--- 2025-0923 I 3 of 3 A review of the City of Woodburn online stormwater map show the WinCo Foods parcel currently connected to the stormwater detention system located in Tract Conclusion A stormwater detention system on Tract has been constructed in accordance with the City of Woodburn stormwater master plan. This facility has been sized to accept stormwater from the WinCo Foods project site and will provide the required treatment and detention.
