The bid specification for the project is enclosed. It is not the intent of the City of Whitefish to favor one vendor; however, we do, from time to time, rely on vendors’ help in writing specifications. These bid-specifications detail the general requirements for an ambulance including; engine, transmission, electrical, body, painting, equipment and other details. When evaluating bid proposals to determine which proposal is the most advantageous for the City of Whitefish Fire Department these items shall be considered: 1. Conformity to the specification, alternates approved by the Fire Chief shall be considered. 2. Overall cost of the ambulance after adjustments approved by the Fire Chief. 3. Delivery time frame from awarding of a contract. The ambulance and equipment to be furnished in meeting this specification must be the product of an established emergency vehicle manufacturer with the ability and authority to build an ambulance on the specified chassis without affecting the chassis’ manufacturer’s warranty. Each bidder shall furnish satisfactory evidence of the manufacturer’s ability to construct, supply service, parts, and provide technical assistance for the vehicle specified. VALVE STEM EXTENDERS - Braided valve stem extenders on all four rear wheels. EXHAUST HEAT SHIELDS - Shall be formed from 20 ga. galvanized sheet metal with stamped reinforcements and formed edges. Access openings shall be provided for shock absorber, mounting bolts, etc. Heat shields shall be bolted to chassis frame and extend from back of cab to the frame cross member just behind the rear axle. ---PAGE BREAK--- RUNNING BOARDS - Shall be installed on both sides of the vehicle. They shall be made of 0.125″ polished aluminum diamond plate and have a grip strut insert. The splash guards shall be welded to the forward end of the running boards. MUD FLAPS - Mud flaps shall be installed behind each rear wheel. AIR HORN - Two 15″ Buell air horns shall be recess mounted into the front bumper. Compressor shall be installed in Compartment A disable switch shall be located adjacent to the compressor for ease of maintenance. A driver's console switch shall be provided. MAP BOX/DRIVER'S CONSOLE - Shall be an integral part of the driver's console. SUSPENSION - Shall be a LiquidSpring System, installed with a kneeling feature to activate when the rear streetside patient compartment entrance door opens. An override switch shall be provided on the curbside rear wall, accessible from rear curbside door. BUMPER/GRILLE GUARD - An aftermarket Heavy Duty custom bumper and grill guard of similar style to other two ambulances - Bumper should contain integrated tow hooks, fog lights, siren speakers and air horns - Finish should be RhinoLining, Linex or similar - An aftermarket Heavy Duty custom bumper and grill guard of similar style to other two ambulances - Warn 12,000# winch with remote should be contained within STATION EXHAUST - The exhaust outlet shall accommodate a Plymovent station exhaust off the streetside, located off the rear corner of module and 45-degree angle behind of the rear wheels. ---PAGE BREAK--- CAB ROOF STIFFENER - In order to reduce noise and vibration, a 0.125″ ABS stiffener panel shall be bonded to the inside of the cab roof. Panel shall be applied with adhesive tape and polyurethane adhesive/sealant. USB PORT AND 3.5MM INPUT - The Dodge OEM USB port and 3.5mm auxiliary audio input shall be installed in the dash. MODULE-TO-CHASSIS MOUNTING SYSTEM CAB-TO-MODULE ATTACHMENT - The module shall be attached to the cab with a flexible watertight boot to allow cab-body flex as designed by the chassis manufacturer. The chassis back shall be modified and reinforced with a welded steel framework. The rear window openings on each side of the module access shall be covered with 14 ga. steel and painted to match the body. A transparent door that can be sealed shall be installed between the module and body. 2. MODULAR CONSTRUCTION All material utilized shall be of the correct type, alloy, and thickness to withstand the intended usage and provide protection against cracking, corrosion, or metal fatigue. All materials utilized shall be of open stock origin, commonly available through local sources, for rapid and economical repair or modification of the body. This specification has been designed and written to fill specific needs of the City of Whitefish Fire Department. Where brand name, make, or model of equipment has been specified, exceptions will be allowed ONLY with approval from the City of Whitefish Fire Chief. Where compartment and cabinet sizes have been specified, bidder must bid substantially (plus or minus the size specified or clearly make know the differences being proposed to the City of Whitefish. The module shall have a transferable lifetime structural warranty. MODULE DIMENSIONS - Largest module that can be accommodated by a Dodge 3500 Chassis without exceeding recommended weight ratings. ---PAGE BREAK--- STRUCTURAL FRAMING - The module should meet all industry standards for rear end crash, side impact crash and rollover crash. This should be in compliance with NFPA 1917, 2019 Version crash test standards. MODULE SEAMS - All body and compartment seams at or below floor level shall be full seam welded. The entire perimeter of the subfloor shall be completely sealed with a caulking material, creating watertight, dust-free module environment. MODULE EXTERIOR COMPARTMENTS - All compartments are constructed from formed 0.125″ aluminum and are securely welded to the subfloor and structural framing. A baffled drain hole shall be provided in all exterior compartment bottoms that extend below the floor line. All exterior adjustable shelves shall be mounted on heavy duty aluminum adjustable track which is securely welded to compartment interiors. Each shelf shall support at least 300 lbs. of equipment. COMPARTMENT #1 Interior Dimensions – 22″W x 67.25″H x 19″D (Approximate) Location – Streetside, forward Shelving – None Door(s) – Single Light(s) – One LED strip light Additional Instructions – This compartment shall have three straps setup for storage of an H-size cylinder on the aft wall. An access window to turn the oxygen valve on or off shall be provided into the module for easy access. There shall be a stair chair boot installed in the forward portion of the compartment for a customer-supplied-and-installed stair chair. Two backboard restraining straps shall be installed in this compartment. On the forward side of the compartment there shall be one height adjustable bracket for one Scott SCBA bracket on the back wall. An adjustable height shelf will be installed. The below-floor portion shall be for general storage. ---PAGE BREAK--- DOOR FRAMES AND SEAL - Each door frame shall have a flange for the installation of an air cell hollow core, 360-degree compression door seal. This seal creates watertight, dust-free compartment integrity. Door seal shall be knock-on type. Door frames shall be bonded to the adjacent tubes such that no exterior flange is required. DOOR HINGES - Shall be full-length, piano-type, stainless steel hinges, 2.5″ wide with a 0.25″ pin. The hinges shall be attached with #12 x 3/4″ stainless steel truss head screws spaced 4″ apart. All curbside and streetside doors shall be hinged on the forward sides. All rear doors shall be hinged on the outboard sides. Care should be taken to prevent corrosion from dis-similar metals on all door hinges. COMPARTMENT DOOR CONTROL - A heavy-duty, double-spring door control capable of holding the door open at approximately a 90-degree angle on any road surface shall be installed at the top of each compartment door. CURBSIDE DOOR CONTROL - Shall be a heavy-duty, double-spring door check installed at the top of the door. This door check will hold the passage door open at approximately a 90-degree angle on any road surface. REAR DOOR CONTROL - Shall be grabber-type hold-open devices with replaceable rubber catches. COMPARTMENT DOOR SKINS - Shall be 0.080″ bright aluminum diamond plate and be removable to service door hardware. Red/white 1.5″ conspicuity tape shall be installed on the vertical edge of each door. ENTRANCE DOOR SKINS - Shall be 0.080" bright aluminum diamond plate and be removable to service door hardware. The countertop shall be one-piece 16-gauge, 304 stainless steel with a 0.5″ aluminum retaining lip. A sharps and waste space (sized for a Becton-Dickinson, 8.2 Qt., sharps container and a 7 Qt. waste) shall be located at the aft of countertop and accessible through a streetside- hinged acrylic door and accessible for changing through a removable panel on top of the area. There shall be a drain hole and an open grate step plate which is removable for cleaning purposes. WHEEL WELL LINERS - Shall be installed in the wheel wells over the rear wheels. The liners shall be formed aluminum. 3. COATINGS AND FINISHES MODULE FINISH PREPARATION - The module shall be seam sealed and all imperfections on aluminum surfaces of module shall be sanded smooth. The entire exterior shall be mechanically etched and washed with wax and grease remover to ensure proper primer and paint adhesion. MODULE FLOORING MATERIAL - Shall be non-skid and easily cleanable. An insulated floor shall be installed over the subfloor. ---PAGE BREAK--- SURFACES AND FINISHES - All surfaces and finishes shall be impervious to soap, disinfectants, and water, to permit washing and sanitizing. AUTOMOTIVE UNDERCOATING SEAL - The chassis and module underbodies (excluding the area above the fuel tank, driveline, and exhaust lines, per manufacturer’s specifications) shall be sprayed with undercoating for reduced corrosion and added sound deadening. 4. MODULE EXTERIOR STEP/BUMPER - Shall be bright aluminum diamond plate. The top shall be non- skid grip strut and provide a 7″ step. The outermost 12″ of each end shall be angled to prevent dragging of corners in high angle of approach/departure areas. The bumper shall be bolted directly to the chassis frame using high strength Grade 5 bolts. Bumper shall be easily removable and replaceable in case of damage. Step/bumper to be designed to accommodate a one- person style cot. RUB RAILS - Shall be bright finished extruded aluminum. Rub rails shall run along the lower edge of body, interrupted only by wheel well opening. A Black Scotchlite reflective tape shall be installed in the insert area of the rub rail. FENDER RINGS - Shall be installed on the module. They shall be bright polished aluminum with a rounded outer edge following the full contour of the wheel well opening. DRIP RAILS - Shall be extruded, anodized aluminum running full length of module at top of sides, front, rear and over each exterior compartment. Drip rails shall be installed with bonding tape and mechanical fasteners on each end that shall withstand exposure to the elements. They shall be installed to allow easy replacement and be finished with 45-degree angled ends to avoid hooking materials which brush against the vehicle causing damage. ---PAGE BREAK--- ROCK GUARDS - Made of bright aluminum diamond plate shall cover front module corners 24″ up from bottom of body, 2.5″ down the side of body, and 15″ across the front of the body. REAR KICK PANEL - Made of bright aluminum diamond plate shall extend from top of rear step to the bottom of rear doors, full width formed around corners, and 2.5″ forward on each side. FUEL FILL - Shall be on the streetside of the module and have polished cast aluminum fill well and be properly vented. All fuel filler hoses will be protected with a 0.125″ aluminum protection plate. Fuel fills shall be installed in accordance with Body Builder's recommendation. A fill shall be provided for the DEF tank, streetside, between cab and module. MODULE WINDOWS - Shall have black anodized aluminum frames, rubber gaskets, and be attached with screws for ease of replacement. The side door window shall be sliding glass, with a positive catch, and a screen. FUEL SPLASH GUARD - Shall be made of stainless steel and shall be installed below the fuel fill. LICENSE PLATE HOLDER - A recessed license plate holder with dual lights shall be installed below rear doors. ELECTRIC STEP - One electric step shall be provided and mounted under the curbside door. It shall be a Zico Quic-Step retractable vehicle step with a 10.5" drop. Step shall be wired to open and close with the side door, and an Auto/Off switch shall be installed just inside the curbside door to disable automatic operation. ---PAGE BREAK--- 5. MODULE INTERIOR All interior hangers, supports, fasteners, latches, and hinges shall be of a near flush type design when not in use. The patient compartment shall be free of sharp projections. Exposed edges and corners shall be broken with a radius, chamfer, or covered with aluminum trim, plastic molding, or rubber edging. GRAB RAIL - One 75″ L x 1.250″ D stainless steel grab rail with three support brackets shall be securely mounted to roof structural framing running through centerline. ACCESS DOOR GRAB RAILS - Each module access door shall have a stainless-steel grab handle. The rear doors shall have L style handles which may also be used as entry assist rails. The side door shall have a horizontal bar. IV HANGERS - One retractable dual IV hanger with stabilizers shall be near flush mounted in the ceiling over the primary cot. COT MOUNT - A Power Load, center mount cot fastener shall be installed. A safety hook shall be installed at the rear doors. Set up for a Power-PRO XT cot. Cot not required. EQUIPMENT MOUNTING - A secure mounting system for a Lucas 3 device shall be installed on streetside, high mounted near the rear doors. Footman loops and straps to secure an EMS jump kit shall be installed below the Lucas 3 device so the jump kit can sit on the floor and be secured to the wall. A mounting bracket for a cylindrical container of disinfecting wipes shall be installed where appropriate. Glove holders for 3 boxes of medical gloves shall be installed at the rear of the bench seat on the wall, curbside. ---PAGE BREAK--- ATTENDANT SEAT - A rear-facing high-back bucket seat with a built-in child safety seat and upholstered with heavy grade vinyl shall be located at the head of the cot position and provide easy access to all action wall controls and outlets, and to the patient. Seat shall be securely anchored to an aluminum storage cabinet with a 2- pt. seatbelt. OXYGEN SYSTEM - The entire oxygen system to be assembled with certified Oxygen hose (1000 PSI burst strength) with brass fittings, pressure tested, and certified. Ohio type outlets shall be installed in the following locations: one in cabinet one in ceiling above primary patient, and one in the curbside wall above the squad bench. A 50 PSI regulator and one oxygen tank wrench shall be included. SUCTION PUMP - The unit shall have an electric pump as the source of suction. Control shall be on the Attendant Panel. Suction pump shall be vented to the outside of the vehicle under the module body. SUCTION COLLECTOR - A Rico Model RS4X-1001B suction collector with disposable canister shall be installed in the Cabinet AEROCLAVE - The module interior shall be plumbed with Aeroclave disinfecting nozzle(s) to allow for exterior connection of the Aeroclave unit through an exterior compartment in order to disinfect the interior of the module. - Aeroclave 3110 Fogger with 25-foothad applicator supplied. ---PAGE BREAK--- INSULATION - The module sides, ends, roof, doors, and floor shall be insulated to enhance the interior environment and to restrict heat, cold, and external noise from entering the module. To obtain the highest possible R-value, the insulation shall be a non-settling polyisocyanurate foam plank material of 1.5″, or 0.75″ thickness depending upon location and available space. In addition, a closed-cell polyurethane tape with ultra-high- bond acrylic adhesive shall be utilized on the sidewalls and roof to provide a thermal and noise break between the outside skin and structural members. A 3″ wide, 60-mil tape shall be used as a thermal break on the inside surface of the roof and wall tubes. To further enhance thermal and acoustic insulating properties of the floor system, a Mascoat Marine-DTM composite ceramic insulating coating shall be applied to the entire bottom surface of the module, including wheel well liners. Heater and air conditioner hoses between the engine and module shall be insulated with closed cell foam insulation. MODULE CLIMATE CONTROL SYSTEM - Shall incorporate a combination heating/air conditioning unit. The unit shall have controls independent of the cab system. The module system shall be controllable by a digital thermostat located on the action wall. A wall port and hypothermic vacuum hose shall be provided and installed to provide direct heat to the patient. The HVAC unit in the module shall contain viral and bacterial filtration/disinfection systems. EXHAUST VENT - A motor-powered exhaust vent shall be located in the streetside rear corner of the module. NO SMOKING/FASTEN SEAT BELTS SIGNS - Two NO SMOKING/FASTEN SEAT BELT signs shall be installed - one each for driver's area and module. WHITE MARKER BOARD - White marker board shall be installed where easily accessible to attendants. ---PAGE BREAK--- SHARPS/HAZARDOUS WASTE CONTAINER - A sharps and waste space (sized for a Becton-Dickinson, 8.2 Qt., sharps container and a 7 Qt. waste) shall be located at the aft of the Cabinet #8 countertop and accessible through a streetside hinged acrylic door and accessible for changing thru a removable panel on top of the area. COOL CABINET - A Waeco CD-30 cool drawer shall be installed in the right front stack Cabinet #19. Cool drawer shall be wired to ignition and shore power. OXYGEN WINDOW - Shall be a clear, acrylic window. The window shall have a knob and be mounted with self-closing hinges. PERSONNEL RESTRAINT - At the forward end of the curbside squad bench seat there shall be a net system installed to prevent a person seated on the bench seat from traveling forward off the seat and into the front cabinetry due to sudden braking. The net system shall be constructed of 2″ webbing and shall be easily detached for cleaning or replacement. MEDICATION SAFE - A Knox Medvault Mini shall be installed on the upper part of the area between the cab and module. 6. ELECTRICAL All added body and chassis electrical equipment shall be served by circuits separate and distinct from the vehicle chassis circuits. All vehicle wiring shall be copper and conform to all SAE J1128 requirements. The wiring shall be colored, numbered, and function coded for permanent identification and correspond with the vehicle schematics. Solderless, insulated connectors shall be used. All wiring devices, switches, outlets, etc., except circuit breakers, shall be rated to carry 125% of the maximum ampere load for which the circuit is protected. ---PAGE BREAK--- VOLTMETER/AMMETER - Shall be a single digital display, located in the driver's console, which simultaneously displays voltage and alternator current when the ignition is on. Display flashes to indicate low voltage. MODULE POWER - Shall be controlled by a console-mounted switch which activates one 100-amp continuous duty solenoid located in the power component module. WIRING ACCESS - All cabinets at ceiling level shall have removable backs which are screwed in place for access to harnesses. Stack cabinets shall have removable panels for wiring and hose access. BACK-UP ALARM - Shall be installed and have a momentary disable switch in the driver's console. If disabled while in reverse, backup alarm shall automatically reset when shifted out of reverse. COMPUTER MOUNTING - A mounting system for a tablet with keyboard and mouse shall be installed to ensure access for either driver or passenger. The tablet dock shall be for a Dell Latitude 7212. This should charge when plugged into shoreline or vehicle is running. DRIVER'S CONSOLE/MAP BOOK HOLDER - Installed between the seats and made of formed aluminum, with black powder coating. It shall have a switch panel with the following layout, a plate to hold a recessed radio remote head and a map holder with six dividers that are mill finished aluminum. A Red flashing light shall warn the driver of open passenger access doors and Amber flashing light shall warn the driver of open exterior compartment doors. ---PAGE BREAK--- ATTENDANT CONTROL PANEL - Shall be located in the Cabinet Panel shall include one row of switches, as follows: 1. ATTENDANT AREA LIGHTING - The entire wall area of Cabinet #8 shall be lighted utilizing an LED strip light with an ON/OFF switch labeled ATTENDANT LIGHT in the attendant panel. The entire wall area of Cabinet #14 shall be lighted utilizing an LED strip light with a single ON/OFF switch labeled ATTENDANT LIGHT. STEP LIGHTS - The side access doorstep well shall have an LED light installed. MODULE INTERIOR LIGHTING - Shall be designed to keep vehicle height to a minimum without interfering with the structural integrity of the roof. Module interior lighting shall consist of eight LED recessed lights – one bank of four lights shall be positioned toward streetside and one bank of four lights toward curbside. There shall be a Hi/Off/Lo switch for each bank of lights. The curbside lights shall be controlled by a timer switch mounted inside the curbside passage door. The timer switch shall be wired to continuous battery power. Disinfecting UV lights should also be integrated into the ceiling and switched appropriately ---PAGE BREAK--- BASIC EXTERIOR LIGHTING - Shall include headlights, parking lights, directional signal lights, tail and stop lights, license plate light, back-up lights, side marker lights, hazard and warning lights, and clearance lights as required by 108. Two LED Whelen #60BTT stop/taillights, two LED Whelen #60A00TAR turn arrows, and two Whelen #60C00VCR back-up lights shall be installed on the rear. Lights shall be installed with flanges. COMMUNICATIONS EQUIPMENT - The customer shall be responsible for powering up and tuning of the radio equipment. ANTENNA MOUNTS AND CABLES - Two NMO universal antenna mounts with KHFUD cables and Larsen HyPer master universal connectors and mini-UHF adapters shall be installed on the module. Antenna base access shall be through the dome light openings, and the cables shall terminate in Cabinet 120VAC/SHORELINE CIRCUIT BOX - Utility power shall be furnished with 120VAC shore power via Kussmaul 20-amp Super Auto-Eject with green indicator lights on a stainless-steel plate on the driver's side of vehicle. Three duplex grounded receptacles shall be mounted with one on the Cabinet #8 wall and one in Cabinet #19. Shoreline circuit shall be GFI protected. The receptacles shall distribute power to: • Inverter (which feeds interior/exterior 120VAC (receptacles, IV warmer, Cool Drawer, etc.) • Three interior 120VAC duplex GFCI receptacles shall be mounted,  One Cabinet #5  One Cabinet #8  One Cabinet #19 BATTERY GROUNDS - In addition to OEM grounds, the following ground circuits shall be added: 4 ga. ground cable from module power component panel to frame, two braided ground straps from the module body to the chassis to reduce RF interference. ---PAGE BREAK--- BATTERY CHARGER - A 50-amp battery charger shall be provided as part of Magnum Pure Sine 1000-watt inverter system. 12VDC RECEPTACLES - Four 12VDC, 15 amp lighter-style power point receptacles shall be provided: • One curbside front inside/outside compartment • One cabinet #8 • Two driver’s console Receptacles shall be powered continuously. - Two USB ports • One switch-inset style in driver’s console • One dual port in Cabinet #8 COMPARTMENT LIGHTING - An LED strip light shall be installed in all outside compartments and shall be activated by a door switch. EXTERIOR DOOR SWITCHES - Shall be 1/2″ door switches. FLASHERS - Four Clear Lens Red Super-LED flashers shall be mounted two on each side of module in upper corners. Lights shall be Whelen #90RR5FCR. - Two Clear Lens Amber Super-LED flashers shall be mounted on the rear of the vehicle at window height. Lights shall be Whelen #90AA5FCR. SCENE LIGHTS - Six parabolic LED scene lights, Whelen Model #70C0ELZR, mounted two on each side and two on the rear of the module above the doors, shall be installed with 7EFLANGE. The scene lights shall be flush mounted and have internal optics to deflect the light down at 8-32 degree angles. The side door shall activate the curbside scene lights. The rear scene lights shall activate when rear doors are opened or when vehicle is placed in “Reverse”. SPOTLIGHT - Shall be a GoLight/Radioray LED Model #20214 spotlight with black housing, installed in the center of the cab roof. A hard-wired controller shall be mounted on the dash. INTERSECTION LIGHTS - Two intersection lights shall be installed, one on each fender. These shall be Whelen LINZ6C LED Red/Clear split flashers with LINZ6FC chrome flanges. Install with the red portion facing forward. ---PAGE BREAK--- HEADLIGHT FLASHER UNIT - OEM headlight flasher shall be controlled by a switch in the driver’s console. GRILLE LIGHTS - One Whelen 50R03ZCR Clear Lens Red LED flasher and one Whelen LINZ6G Clear Lens Clear LED flasher with 50C03ZCR chrome flanges shall be installed on the chassis grille. SIREN - Shall be a Whelen 295SLSA1, 200-watt. Siren options to include radio, horn, manual, wail, yelp, and phaser. SIREN SPEAKERS - Shall be a Cast Products In-the-Bumper mount system with two 100-watt speaker drivers. SEQUENTIAL SWITCHING SYSTEM - A Kussmaul sequential switching system shall be installed to control emergency lighting. INVERTER - Shall be a Magnum Pure Sine 2000, 2000-watt inverter with a 100-amp battery charger installed in Compartment A remote inverter switch shall be installed on the Cabinet #8 wall. The inverter shall be configured to turn on and off with ignition. FLUID WARMER - A 120VAC fluid warmer shall be installed in the right side of Cabinet #17. The warmer will be thermostatically controlled at 95 to 105 degrees F. Space for ten (10) one-liter bags of fluids shall be provided with a 4″ surround. ELECTRIC DOOR LOCKS - Shall be installed on all compartment and module access doors. The module door locks shall be wired to the cab doors. Two switches shall be provided: located on rear curbside door, and located on the curbside passage door. A hidden switch shall be located behind the license plate. ---PAGE BREAK--- CAMERAS - A combination system of dash camera, backup camera and camera in the patient care compartment shall be installed. Dashcam and patient care camera shall have audio recording. Dashcam and backup camera shall activate with G-Force changes comparable to a crash. The dash camera and patient care camera should have the ability for the user to initiate recording retroactively if desired. The data from the camera’s shall be able to be removed and stored remotely at station. Backup camera shall automatically display on a monitor when the vehicle is placed in reverse. ANTI-THEFT IGNITION SWITCH DISABLE - A device shall be installed to allow for removal of the key from the ignition while leaving the vehicle running. If the key is not re-inserted and the brake pedal is touched, then the engine shuts off. ---PAGE BREAK--- 7.
