There was one fatality between 2016 and 2020 based on DOT FARS data. With a 2020 population of 7,751, the fatality rate equals 12.9 people per 100,000. The 2022 Transportation Plan, http://whitefish.transportationplan.net/resources/, includes MDT crash data between 2014 and 2018 (on p.47). Within those years 3 crashes resulted in fatality and 10 crashes resulted in serious injury. 7 were pedestrian and 6 were bicycle involved crashes, including one bicyclist fatality. 2020 Census data (2016-2020) related to equity includes: 20% of Whitefish population is 65 years or over, 526 are veterans, disability under age 65 equals 3.9%, persons in poverty equals 6.2%, per capita income is $45,597. The safety plan will address the 2022 Transportation Plan recommendations concerning corridor level multi-modal improvements (intersection improvements, center medians, access management) along MT Highway 93 South and Wisconsin Avenue. The plan will address missing shared use path connections, and crosswalk, transit stop, and ADA improvements. Visibility around crosswalks and transit stops, traffic calming, and carpooling/transit incentives will be addressed. The safety plan will include using low-cost materials to pilot test quick-build street designs such as narrowing intersections, daylighting intersections, parklets, and buffered bike lanes. The city has used tactical urbanism to test quick-build streets designs. In 2017 the city worked with the school district to create buffered bike/pedestrian lanes to create safer school routes. Hundreds of students used the temporary facilities during the event. Consideration will be given to converting low volume roads to designated school routes that prioritize biking and walking. This Safe Streets for All Planning grant application carries the support of the Mayor of Whitefish, John Muhlfeld, as well as the City Council members. Whitefish, Montana, is a small, geographically compact town of just under 8,000 people with a heavy tourist influx in both summer and winter seasons. In the near-decade since I moved back here—Whitefish is my hometown—the volume of traffic has increased drastically, along with the size of vehicles, making pedestrian/bicyclist interaction with vehicle traffic increasingly dangerous. Whitefish has been at the forefront of planning and enacting livable community guidelines since at least the 1980s. Its legacies of forward thinking and community-minded planning and significant investment are part of what attracts people to the place. But over the past several years, the city’s challenges in maintaining a walkable, livable community have grown faster than its ability to keep up. The population has grown, and with it, the traffic. Bisected three different ways by a busy federal highway, a river, and a large Burlington Northern Santa Fe railyard in the middle of town, Whitefish faces unique challenges in managing traffic and truly creating streets that are safe for all. I have worked on pedestrian, cyclist, and active transportation issues in Whitefish for several years, including serving with the Safe Routes to Schools group, helping organize Bike to Work/School Day, and serving on the city’s volunteer Bike and Pedestrian Advisory Committee. As someone who both writes about walking and walkability for a living and who is committed to using walking and biking as transportation, it’s hard for me not to notice how much more difficult active transportation has become in this small town. Parents have begun expressing more concern about letting their kids walk or bike to school, or stopping them altogether and choosing to drive instead. While the city has an extensive bike and pedestrian system that is often physically separated from busy roads, with the increased traffic and size of vehicles it is simply not enough to provide safe routes for kids going to and from school during the day. ---PAGE BREAK--- The existing bike and pedestrian path network gives Whitefish a tremendous amount to build on, given the resources. Crucially, the city also already has a highly engaged population eager to take on the challenge of identifying problem areas and bottlenecks and building a town that is truly livable for all. Its ready citizen engagement and long history of bike and pedestrian advocacy make it a perfect candidate for a Safe Streets for All Planning Grant. As Secretary Buttigieg already knows, community engagement is a major factor in the success of safe streets and the future of livable, walkable communities. The Safe Streets for All Planning Grant will give Whitefish the resources it needs to leverage the commitment and engagement of its population, and to build a community that is resilient going into the future. Their Safe Streets for All Planning grant application carries the support of the Mayor of Whitefish, John Muhlfeld, as well as the City Council members. The Whitefish 2022 Transportation Plan provides guidance for transportation improvements over the next 20 years. During the plan’s public involvement process many traffic safety concerns were identified. A Safe Street Plan is a logical next step after completion of the Transportation Plan. The Safe Streets Plan will involve the community in addressing safety concerns identified by pedestrian, cyclists, transit riders, residents with disabilities, and drivers. Engaging the community in creating safer streets will help the city reach its goal of zero traffic fatalities and serious injuries. We as an organization look forward to elevating the voices of people with disabilities in our community throughout the Safe Streets planning process. As a gateway community to Glacier Park the volume of traffic within the community has increased substantially over the past few years. The population of Whitefish has also significantly increased, and this has resulted in increased traffic congestion. The City’s Public Works and Police Departments and School District continue to work together to implement Safe Routes to School improvements, however, there remain obstacles to students safely walking or biking to school. The vast majority of elementary and middle school students are driven to school by their parents. The Montana Department of Transportation and the City continue to work to improve the safety of MDT’s Highway 93, Baker Avenue and Wisconsin Avenue, roads that bisect the town. This Safe Streets for All Planning grant application carries the support of the Mayor of Whitefish, John Muhlfeld, as well as the City Council members. Whitefish, Montana, is a small, geographically compact town of just under 8,000 people with a heavy tourist influx in both summer and winter seasons. In the near-decade since I moved back here—Whitefish is my hometown—the volume of traffic has increased drastically, along with the size of vehicles, making pedestrian/bicyclist interaction with vehicle traffic increasingly dangerous. Whitefish has been at the forefront of planning and enacting livable community guidelines since at least the 1980s. Its legacies of forward thinking and community-minded planning and significant investment are part of what attracts people to the place. But over the past several years, the city’s challenges in maintaining a walkable, livable community have grown faster than its ability to keep up. The population has grown, and with it, the traffic. Bisected three different ways by a busy federal highway, a river, and a large Burlington Northern Santa Fe railyard in the middle of town, Whitefish faces unique challenges in managing traffic and truly creating streets that are safe for all. I have worked on pedestrian, cyclist, and active transportation issues in Whitefish for several years, including serving with the Safe Routes to Schools group, helping organize Bike to Work/School Day, and serving on the city’s volunteer Bike and Pedestrian Advisory Committee. As someone who both writes about walking and walkability for a living and who is committed to using walking and biking as transportation, it’s hard for me not to notice how much more difficult active transportation has become in this small town. Parents have begun expressing more concern about letting their kids walk or bike to school, or stopping them altogether and choosing to drive instead. While the city has an extensive bike and pedestrian system that is often physically separated from busy roads, with the increased traffic and size of vehicles it is simply not enough to provide safe routes for kids going to and from school during the day. ---PAGE BREAK--- The existing bike and pedestrian path network gives Whitefish a tremendous amount to build on, given the resources. Crucially, the city also already has a highly engaged population eager to take on the challenge of identifying problem areas and bottlenecks and building a town that is truly livable for all. Its ready citizen engagement and long history of bike and pedestrian advocacy make it a perfect candidate for a Safe Streets for All Planning Grant. As Secretary Buttigieg already knows, community engagement is a major factor in the success of safe streets and the future of livable, walkable communities. The Safe Streets for All Planning Grant will give Whitefish the resources it needs to leverage the commitment and engagement of its population, and to build a community that is resilient going into the future.
