RESOLUTION NO. 20-36 A Resolution of the City Council of the City of Whitefish, Montana, adopting the Whitefish Sustainable Tourism Management Plan. WHEREAS, the City is facing issues cun-ently related to tourism growth, including housing and development, the environment, economic diversification, and transportation; and WHEREAS, the City and the Whitefish Convention and Visitors Bureau (WCVB) joined together to develop a Whitefish Tourism Master Plan; and WHEREAS, in January 2018 and June 2018, through Resolution Nos. 18-05 and 18-24, the City the established the Whitefish Tourism Master Plan Steering Committee and changed the name of the plan contemplated by Resolution No. 18-05 to the "Whitefish Sustainable Tourism Management Plan" and the name of the Committee to the "Whitefish Sustainable Tourism Management Plan Steering Committee"; and WHEREAS, the City and the WCVB retained consultants Applied Communications and Hingston Roach Group in 2019 and developed a sustainable tourism management plan with participation from the Committee; and WHEREAS, the volunteer Committee and consultants held an open house, collected data from community surveys to identify best practices, held focus group interviews, and held a community strategy workshop focusing on housing and development, the environment, economic diversification, tourism and transp01iation; and WHEREAS, the Whitefish Sustainable Tomism Management Plan will serve as partnership between community organizations, state/federal agencies, funders, and businesses to support increasing awareness, communicating priorities, providing funding, and establishing new programs; and WHEREAS, at a lawfully noticed public work session held August 3, 2020, the City Council received a presentation on the Whitefish Sustainable Tourism Management Plan from Committee members and staff and invited public comment; and WHEREAS, on September 21, 2020, at a lawfully noticed public heating, the City Council considered the Whitefish Sustainable Tourism Management Plan, received on oral report, and invited public comment; and WHEREAS, it will be in the best interests of the City of Whitefish, and its inhabitants, to adopt the Whitefish Sustainable Tourism Management Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Whitefish, Montana, as follows: Section 1: All of the recitals set forth above are hereby adopted as Findings of Fact. - I - ---PAGE BREAK--- Section 2: The City Council of the City of Whitefish, Montana, hereby adopts the City of Whitefish Sustainable Tourism Management Plan, attached hereto, and incorporated herein by reference. Section 3: This Resolution will take effect immediately upon its adoption by the City Council and signing by the Mayor thereof.
