INVITATION TO BID-1 INVITATION TO BID Notice is hereby given that electronic bids for construction of the Baker Avenue Pedestrian Underpass Project will be received by the City of Whitefish until 3:00 p.m. local time on Tuesday, June 2, 2020. The electronic bids will then be opened and read aloud. Bidders can listen to the bid opening results via phone, by calling 1 (866) 899-4679 and entering access code 825-452-901, or view the bid opening at The project is funded by the City of Whitefish and is subject to all applicable state and local regulations as indicated within the specifications. Notice to proceed is anticipated on August 31, 2020 for work not affecting traffic. Work associated with the underpass may begin on September 8, 2020. See Special Provisions for project phasing and completion dates. The site of the work is located along Baker Avenue, north of Railway Street in Whitefish, Montana. The work generally includes installing a 20’x12’ precast concrete arch structure for a pedestrian underpass, large block engineered retaining walls, concrete pedestrian paths and curb, lighting, storm drain improvements, landscaping, irrigation and associated demolition, excavation, guardrail, striping, surface restoration, and related work in accordance with the Plans and Specifications. The City of Whitefish will be only accepting online electronic bids through Prospective Bidders must purchase contract documents through Electronic plan download and electronic bidding can be completed through for a fee of $15.00 to download documents as a planholder and an additional $30.00 for planholders who wish to bid the project. Prospective bidders will need the seven-digit project number (#7056864) to locate the job on the website search page. Plans and specifications may be examined beginning May 7, 2020, through Contract Documents may also be reviewed via the Montana state-wide plans exchanges, and the Spokane Regional Plan Center. Plans may also be viewed at under the projects bidding tab on the home page. Each bid or proposal must be accompanied by a Bid Bond (uploaded via payable to the City of Whitefish, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish approved Performance and Payment Bonds each in the amount of one hundred percent (100%) of the contract amount, along with required Insurance coverage. The Contractor and any of the Contractor’s subcontractors doing work on this project must be registerd with the Montana Department of Labor and Industry. The Contractor shall be properly registerd at the time of submitting the Bid. There will be a Non-Mandatory Pre-Bid Conference for interested bidders at 3:00 p.m. local time on Tuesday, May 19, 2020. The contractor performing work on a “Public Works contract” shall not pay less than the latest Montana Labor Standard Provisions minimum wage as determined by the U.S. Secretary of Labor.
