Frequently Asked Questions New Restrictions for Short-term Rental and Lodging Properties (Ord. 20-05) Q: What is the purpose of this ordinance? A: To help our health care system continue to meet the needs of our citizens and to protect our community from potential increased spread of COVID-19 from the influx of visitors from out of state and other areas seeking refuge from hot spots. This also follows Governor Bullock’s Stay- at-Home Directive. Q: What dates are covered by the ordinance? A: The ordinance covers dates of service from April 5, 2020, through April 30, 2020. However, the City Manager may extend the requirements past April 30, 2020 in accordance with federal, state, and local guidance. Q: Do I have to ask my guests to leave that were here prior to April 5, 2020? A: No. Anyone who was already here prior to the ordinance may stay onsite. However, quarantine requirements established by the Governor must be strictly followed. Q: Do I need to cancel my reservations that were made prior to the effective date of the ordinance, but are for dates between April 5th through April 30th? A: Maybe. If the reason for the stay is an essential purpose, the reservation may be honored. If it is not for an essential purpose, then the reservation must be cancelled. Q: May I still take walk-ins that need lodging? A: Maybe. If the reason for the stay is an essential purpose, the walk-in may be accepted. If the reason for the stay is not for an essential purpose, then the walk-in request for accommodation must be denied. Q: What is an essential purpose? A: An essential purpose includes lodging needs of government, health care, law enforcement, domestic violence victims, personnel responding to the COVID-19 emergency, essential workers as defined by federal and state guidance, family members of those seeking medical treatment, and those individuals that have a medical recommendation to quarantine outside their home. Q: Is it an essential purpose if a local resident wants to stay at my lodging facility to temporarily get away from family? A: No. Unless the person is a victim of domestic violence. Q: How do I confirm that a walk-in or reservation is for an essential purpose? A: We recommend a confirmation document be completed by your customers before or at the time of making a reservation.
