- 1 - RESOLUTION NO. 22-34 A Resolution of the City Council of the City of Whitefish, Montana, establishing the Employee Parking Permit Program and related fees. WHEREAS, a Parking Management Plan was adopted by the City on October 21, 2019, through Resolution No. 19-33; and WHEREAS, on February 3, 2020, the Whitefish City Council adopted Resolution No. 20-05, which created a Parking Permit Implementation Committee, adopted Resolution No. 21-10, on March 15, 2021, extending the Committee until October 31, 2021, and adopted Resolution No. 21-45, on November 15, 2021, extending the Committee until October 31, 2022; and WHEREAS, on April 19, 2021, the City Council held a public hearing and adopted Resolution No. 21-12, establishing a parking permit pilot program and established fees, and adopted Resolution No. 21-48, on November 15, 2021, to extend the duration of the parking permit pilot program and fee for parking permits to December 31, 2022; and WHEREAS, on October 4, 2022, the Parking Permit Implementation Committee met and voted to establish the Employee Parking Permit Program and fee for parking; and WHEREAS, at a lawfully noticed public hearing on November 7, 2022, after reviewing the written staff recommendation, receiving an oral report, and inviting public comment, the City Council found it will be in the best interests of the City and its inhabitants to establish the Employee Parking Permit Program and fee for parking; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Whitefish, Montana, as follows: Section 1: The forgoing recitals are hereby adopted as findings of fact. Section 2: An Employee Parking Permit Program is hereby established, consisting of 100 parking permits reserved for employees and business owners, Monday through Friday, from 6:00 a.m. to 6:00 p.m., in the following parking lots: at East 3rd Street and Central Avenue; at East 1st Street and Spokane Avenue; directly south of the Whitefish Community Library western most portion; and on the third floor of the City Hall Parking Structure, as shown in Exhibit A. Section 3: Rates for the parking permits in the Employee Parking Permit Program are established as follows: Employee Parking Permit Rates permit rate for employee parking $20.00 per month Annual permit rate for employee parking discount for 12-month purchase) $228.00 per 12-month period ---PAGE BREAK--- - 2 - Section 4: A fee of $20/month is hereby established for each parking permit with one license plate per permit. Section 5: This Resolution shall take effect immediately upon its adoption by the City Council and signing by the Mayor thereof.
