April 13, 2017 Letter #201 7-19 Dear Downtown Whitefish Property Owners and Businesses: As we prepare to open the new parking facility to users in May, I want to inform you about the parking particulars/instructions on how to obtain a lease, and the rates for leases. leases may be purchased beginning on Monday, May 1, 2017 and a link to the ParkMobile Login Page will be posted on the City's Homepage at www.citvofwhitefish.org by that date. When we open the parking facility in May (probably May 15th), the entire parking facility will be free and open all day (24 hours) through May 31st. Beginning June 15\ three-hour parking restrictions will be enforced for the free retail parking spaces and leases will be enforced for the leased parking spaces. On the bottom floor of the parking facility there will be 77 free, three-hour parking spaces from 6:00 a.m. to 6:00 p.m. Monday through Friday (excluding City Holidays), with 5 of these spaces as 15-minute spaces and 2 as handicapped spaces. Vehicles parked over three hours in these spaces during this time frame will have enforcement action taken, i.e., by citation, parking boot, towing, revocation of permit, loss of parking privileges, or other penalties. The hope is that citations will curb parking violations but the City reserves the right to enforce as necessary. On the top two floors of the parking facility there will be 75 uncovered lease parking spaces and 62 covered lease parking spaces, with 2 as covered handicapped lease parking spaces. Leased spaces will be for parking from 6:00am to 6:00pm, Monday through Friday (excluding City Holidays). License plate recognition software will be used instead of permits, tags, or hangers. The software will allow up to 10 license plates for one leased space. However, only one listed license plate per permit can be parked in the leased area at a time. Permit holders are required to maintain their license plates in good condition and free from snow or other debris. Beginning Friday evening at 6:00pm through Monday morning at 6:00am, all parking spaces are open to the public for free parking without the three-hour or lease limitations. We have partnered with ParkMobile and NxGen for potential permit holders to sign up for leases on-line and pay with credit/debit cards. If you don't feel comfortable signing up on-line, please come into the City Clerk's office at the Interim City Hall at 1005 Baker A venue or, beginning May 15th, at the new City Hall at 418 East Second Street, and the City Clerk's staff can help you sign up for a lease. PLEASE REMEMBER-There are NO REFUNDS once you buy your lease permit. You can sell or transfer your lease purchase to other users by swapping your license plate number/s for theirs. Be careful not to buy more than you intend to use. Please don't call us for a refund. ---PAGE BREAK--- Questions have come up regarding parking facility safety for our visitors. The parking facility is equipped with lights that increase in brightness when motion activated. There will be 30+ cameras throughout the parking facility that will record activity, but footage will not be monitored continuously. The Whitefish Police Department will also be making passes through the parking facility periodically. The parking facility is similar to alleyways and other out of the way places where people may park or find themselves that aren't always visible to others. As in all cases, visitors need to use caution and common sense when conducting themselves in these areas. Adam M.
