Adopt A Road Information Sheet Adopt a road is a litter control program sponsored by Walton County Board of Commissioners through their Keep Walton Beautiful/Recycling and Sanitation Departments to attract public involvement in picking up litter along Walton Country roads. Keeping our roadways clear of litter has proven to be a very time consuming and expensive operation for Walton County. To aid in this growing problem, we have implemented an Adopt A Road program. The objective of the program is to create public awareness of the litter problem along Walton County’s roadways by making the adopted section of the roadway an example of community involvement that improves the beauty of the area through the efforts of volunteers. Any civic-minded individual or organization can adopt a stretch of roadway (one-mile minimum) in their community. Through such adoption, an organization would have the responsibility of controlling the litter problem within that section of roadway. In addition, the organization will: 1. Plan for a general cleanup at least once per quarter (four times a year). 2. Develop a functional plan that will influence and encourage the public to improve the appearance of their adopted roadway. 3. Sign an Adopt a Road agreement. 4. Advise Keep Walton Beautiful/Recycling Center of scheduled dates so bags can be collected from the road in a timely fashion. 5. Complete a cleanup status report or call in to Keep Walton Beautiful/Recycling Center. This will include number of volunteers, number of bags collected, and number of hours spent by each volunteer. 6. Assist Keep Walton Beautiful/Recycling Center in securing media coverage whenever necessary. If the adopting organization fails to perform satisfactorily, it will be removed from the Adopt A Road program. Walton County will furnish and erect two roadway signs indicating the section of roadway under adoption and the adopting organization. Litter bags will be furnished and will be picked up by the Keep Walton Beautiful/Recycling Center or Sanitation Department. Orange safety vests will be provided on a loan basis. If the road is within the city limits of an incorporated city within Walton County, these cities must agree to erect the signs we furnish and collect the bags collected by our volunteers. Included is a list of safety tips for participants. These should be reviewed prior to each pick up to remind the group that good habits are a must! WHO CAN ADOPT? Any civic-minded individual or organization, such as Garden Clubs, Scouts, Church groups, School groups, Clubs, etc. can adopt a stretch of roadway (one-mile minimum) leading into or within the community. WHAT ARE THE RESPONSIBILITIES OF AN ADOPTING ORGANIZATION? Through such adoption, an organization would have the responsibility of controlling the litter problem within that section of roadway. In addition, the organization will: 1. Develop a functional plan that will influence and encourage the public to improve the appearance of their adopted roadway. 2. Plan for a general cleanup no less than four times a year. 3. Assist Keep Walton Beautiful/Recycling Center in securing media coverage for the program when necessary. 4. Coordinate with Keep Walton Beautiful/Recycling Center and with Roads and Bridges/Sanitation to carry out the plan. ---PAGE BREAK--- WALTON COUNTY ADOPT A ROAD PROGRAM Rules and Regulations A. Requirements: I. All adoption organizations must sign an Adopt A Road Program agreement. II. The Keep Walton Beautiful/Recycling Center will have final approval on all routes adopted and approve time of litter pick up. (For example: No collection should take place on a major holiday or during inclement weather.) III. Adopting organizations must adopt a minimum of one mile. a. Adopting organization must pick up litter at least once per quarter (four times a year). b. Adopting organization should advise Keep Walton Beautiful/Recycling Center Department three days prior to pick up, if possible. c. Option to renew agreement after one year. B. The Roads and Bridges/Sanitation Department will furnish: I. All signs (with the assistance from Roads Sign Department). a. Fold down “Litter Pick Up In Progress” safety signs. b. Adopt a Road parent sign. c. Organization name sign. d. Assistance with pick up and disposal of full litter bags, when necessary. C. Keep Walton Beautiful/Recycling Center will furnish: I. Contact person. a. To provide information on roadway safety prior to litter pick up. b. To prepare reports on number of volunteers, volunteer hours, and number of bags collected. c. To coordinate the erection of all signs. d. To coordinate removal of full litter bags by Road and Bridges/Sanitation Department. e. To assist as the Roads and Bridges/Sanitation Department deems necessary. II. Litter bags and safety vests: a. Distribution of bags prior to pick up activities. b. Loan of safety vests to participating groups. D. Adopting organization: I. Civic and non-profit organizations a. Participants must be at least twelve (12) years of age. b. If under age of majority, must have written consent. II. Commercial organization a. Cannot display any product I.D. b. Cannot display address or telephone number. c. Cannot display any product or service reference. d. Organization sign to be used only with parent sign. ---PAGE BREAK--- e. All organizations must be approved by the Keep Walton Beautiful/Recycling Center. ---PAGE BREAK--- RELEASE FORM: RESPONSIBILITY FOR PARTICIPATION IN ADOPT A ROAD PROGRAM Release executed, by of City of State of herein referred to as releasor. Releasor is the legal guardian or parent of and do hereby state my child may participate in the Adopt a Road program. In consideration of my child being permitted to participate in Keep Walton Beautiful/Recycling Center, releasor, himself/herself, his/her spouse, legal representatives, heirs, and assigns, hereby releases, waives, discharges Keep Walton Beautiful/Recycling Center and Walton County, Georgia, its officers and members and other persons associated with these entities, and each of them, their officers and employees, referred to as releasees, heirs and assigns, for any and all loss or damage, and claims or damages resulting therefrom, on account of injury to my child’s person or property, even injury resulting in death of the releasor’s child, whether caused by the negligence of releasees or otherwise while releasor’s child is participated in Adopt a Road Program. Releasor agrees to indemnify the releasees and each of them from any loss, liability, damage or cost they may incur due to the presence of my child in and upon the roads and rights of way of Walton County, Georgia roads, whether caused by the negligence of the releasees or otherwise. Releasor hereby assumes full responsibility or the risk of bodily injury, death or property damage due to the negligence of releasees or otherwise while my child is in and upon the roads and rights of way of Walton County, Georiga and while my child is working or for any purpose participated in Adopt a Road program. Releasor expressly agrees that this release, waiver, indemnity agreement is intened to be as broad and inclusive as permitted by the laws of the State of Georiga; and that if any portion thereof is held invalid, it is agreed that the balance shall notwithstanding, continue in full legal force and effect. Therefore, Keep Walton Beautiful/Recycling Center and Roads and Bridges/Sanitation Department recognizes as the adopting organization for Name of Road Mile Location Furthermore, the accepts the responsibility of picking up litter on this section of a city or county roadway, and promoting a litter free environment in the community NO LESS THAN four times a year.
