2015 Absentee Ballot Application Who is eligible to vote absentee: Any person who is registered to vote may vote by absentee ballot (See Utah Code 20A-3-301) When to apply for an absentee ballot: 1. Regular absentee voting: This application should be received by the clerk no later than the Thursday before the election. The ballot itself must be returned with a post mark no later than the day before the election. 2. Overseas voters: The Clerk should receive this application no later than 20 days before the election.
