1 City of Star Council Workshop Notes June 24 & 25, 2016 Those Present: Mayor Chad Bell, Councilmen David Hershey, Richard Lockett, Trevor Chadwick and Kevin Nielsen, Legal Counsel Chris Yorgason and City Clerk Cathy Ward. Discussion was held on the Comprehensive Plan and everyone’s understanding that it is just a plan, not set in stone, whereas, the Unified Development Code is the law. The Council & Mayor discussed goals, the meaning of and what success means. Procedures were discussed regarding land use. Yorgason stated the staff report will always provide information on what Council is looking at and what laws need to be followed. The Comprehensive Plan was discussed along with the Area of Impact. Mayor and Council would like to see the AOI expanded. Councilman Neilson stated we need to re-write the limitations of the multi-family housing, and the indemnification clause. Apartments were thought to be good in neighborhoods, but we need a clear definition. Staff will get something to Council. The Comprehensive Plan Map was reviewed. Changes and expansions were discussed. Council will need more workshops for this review. Several suggested changes on designations were made. A new district was discussed, including mixed use in the commercial designation. Staff needs to find out the boundaries of surrounding cities. It was suggested that we need to get rid of high tech in the Comp Plan. There are better uses for the area. Two other designations were discussed – Commercial Mixed Use and Residential Mixed Use. Discussion was held on the need to change the Unified Development Code regarding open space – another designation needs to be useable open space. Discussion was also held on setbacks. Council also wants to work on a future acquisition map for parks. We need to find out what we can do regarding areas of town that need help. Council talked about the IT systems at the City. The Mayor and Councilman Nielsen will meet with Shawn Trent to talk about the systems and future needs. Councilman Nielsen stated he believes the Mayor should get a raise. Discussion was held on raising the Mayor and Council’s salaries. This can only happen during an election year. ---PAGE BREAK--- 2 Ward handed out information regarding the Idaho Power transmission lines that will come through Star. Discussion was held about the cost being prohibitive for placement underground. Discussion was held on the parks. Councilman Lockett stated there are several trees and shrubs that need to be replaced and new ones have been budgeted for three years. There are several things that maintenance is not getting done. A change needs to happen. Discussion was held on the need for the database for recreation and the website. City Committees were discussed and their direction. Councilman Nielson stated the EDC committee wants to put a video together of the City. Ward asked if there was money that is needed for committee items, please get the information to her as soon as you can as she needs to put the budget together and then publish it. Capital Outlay was discussed. Items for discussion are: #1 Purchase of property for the ice rink #2 Computers & IT #3 Maintenance Building #4 Finish Pavilion park #5 Boat launch We need to get pricing for seal coating the parking lots and rotate each year. The City Hall and Blake Haven Park should be first. Discussion was held on where we are at with the BMX Park. Costs are as follows and will be done this year. Dollars are in the budget. Survey $1,000 Leveling $3,500 Top Soil $3,000 Sprinklers $4,000 = $11,500 Council would like to see the following items at Pavilion Park - roller hockey, the BMX track, picnic area, disc golf and basketball courts. Council would like to see a project lists so that we can track the dates. The Mayor asked that everyone be at Hunter’s Creek Park early for the Hometown Celebration. The retreat ended and workshops will be scheduled.
