1 Star City Council Meeting Minutes August 5, 2014 The regular meeting of the Star City Council was held on August 5, 2014 at 7:00 pm at the Star City Hall, 10769 W. State Street, Star, Idaho. Mayor Nathan Mitchell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Council persons Tammy McDaniel, Richard Lockett, Tom Erlebach and Chad Bell were all present. Approval of the Agenda: The Mayor stated that we needed to amend the agenda adding item 6 C Hunters Creek Parking Lot Payment Request #1and 6 A the land use public hearing is cancelled. Bell moved to amend the agenda, Lockett seconded the motion. All aye: motion carried. Consent Agenda: Bell moved to approve the Consent Agenda consisting of: Claims Against the City for July 2014, Regular Meeting Minutes of July 15, 2014 and Findings of Fact & Conclusions of Law for Lobo Creek II, Preliminary Plat, McDaniel seconded the motion. All aye: motion carried. Presentations/Public Input: Public Input - Mary Jane Marlow, 485 Winslow Bay Way, Star, Idaho, stated she believes the Tree City USA is a good program and would like to help implement it. Marlow thinks the City could get grants and become a Tree City USA. She feels we just need to fill out the forms for the grants. Requirements are nominal; a tree board, tree care and we already have in place what is required of subdivisions. The community forestry program dollars are about a $15,000.00 program. The Mayor stated that we are not paying $15,000 a year on trees. Marlow stated that the salaries for Ingraham and Crockett could be a part of the $15,000. Marlow is a certified arborist and has worked for the City of Boise. The Mayor asked Marlow what the benefits of being a Tree City USA are? Marlow stated that Garry Bates told Marlow we could qualify for the program. Old/New Business: Public Hearing – McLeod Property Comprehensive Plan Map Amendment, Annexation and Zoning – public hearing cancelled. Public Hearing – 2014-2015 Budget – The Mayor reviewed revenue and expenses for the new budget. The highest line item expense is for the Police. The actual budget without all the growth items is approximately $1.4 million. The budget this year will be $3,505,747.00. We have not planned for any major projects in the capital budget for the new year. We can however, go into reserves if we need to for any major projects. The Mayor reviewed the Assessor’s data sheet. The Mayor opened the Budget Hearing. The Mayor asked the public if they had any comments. No public input was given. The Mayor declared the public hearing closed. Bell asked about getting a bid out for the concession stand. The Mayor stated he would like to get the bid out this fall. ---PAGE BREAK--- 2 Bell moved to approve the 2014-2015 Budget as proposed, McDaniel seconded the motion. Roll Call: McDaniel, Lockett, Erlebach and Bell – all aye: motion carried. Pay Request #1 for Lurre’ Construction - The Mayor stated that the amount of the first pay request is for $67,782.50 and has been verified by the City Engineer. Bell moved to authorize the Mayor to make the payment for the first pay request for the Hunter’s Creek parking lot, McDaniel seconded the motion. All aye: motion carried. Reports: Staff – No staff reports were given. Council – Lockett stated that they had a baby boy. Erlebach stated that the Coast was good. Erlebach has had a couple people inquire about putting basketball hoops in the parking lot. The crab grass needs sprayed. Mayor – The Mayor stated that Council has a copy of the Prosecuting Attorneys rates in front of them. Miss Star is running for Miss Idaho and has asked the Council for money. The Council decided not to give money. The Mayor asked for input on a retreat type activity to discuss land use issues. It was suggested to look at September 19 & 20. The Mayor stated that the parking lot is going well. We have some unhappy homeowners in Pinewood Subdivision due to midge flies. Adjournment: The Mayor declared the meeting adjourned at 8:05 pm.
