1 Council Workshop Highway 16 Property Owners May 11, 2017 Present: Mayor Chad Bell, Councilmen Trevor Chadwick, Kevin Nielsen and Richard Lockett; Staff Cathy Ward The Mayor introduced Councilmembers in attendance. He stated that the invitation tonight was to all the people that live along the Highway 16 corridor. The City holds private property rights to be true and don’t want to plan for the City without finding out what citizens want for their property. The Highway 16 corridor is important to Star in that we want business; it doesn’t have to be commercial and we will not force anything on you, but we need to plan. As we grow we will need services for our residents and we don’t have that now in Star. Right now everyone leaves Star and we don’t want that to continue to be the case. The Mayor asked residents to pick up a copy of the map at the back table, please write their name and address on it and mark the location of their property. We’d like to have citizens write down what they want for their property on the back of the paper. Right now our biggest challenge area is State Street and Highway 16. The Idaho Transportation Department has made the choice that this will be an expressway with little to no access points other than Beacon Light, Floating Feather and State Street in our area. We have also heard that they are planning an overpass for Floating Feather cutting off access to Highway 16. We need to work together to come up with a Master Plan to take to ITD and make them aware of our needs and what the property owners want. We are looking at frontage roads if we only have three accesses. Discussion was held on the City’s area of impact and where the lines are drawn. Legacy is annexed into Eagle as well as some properties up around Beacon Light. The golf course is in the area of impact. Discussion on the word “contiguous” was held; meaning a property in a city limits needs to be touching another property to make it contiguous. To annex into the City, you must be contiguous. The City has set up a meeting with ITD for June and we want to be able to tell them what the property owners want and what the City is looking for. We want to have predictability to move forward. No one has any idea when Highway 16 will get to I-84. Garvey bonds were discussed. There are no dedicated funds to help connect to the freeway. Discussion was held on citizens wanting to annex into Star and the path. Currently the golf course is the only path for annexation. This meeting isn’t about annexation – it’s more to how citizens want their property to develop. Council talked about the Comprehensive Plan and the ideas Council has come up with regarding zoning. Commercial has been discussed at the corners of the intersections, higher density residential along the highway. The Mayor stated that depending on the type of commercial, it will depend on the volume of traffic. ---PAGE BREAK--- 2 We need to think about pedestrian pathways as well, as people will have to get in their cars to find services. The Highway 16 area will grow, we will get Home Depots, Targets and other box stores, but we need a plan to move forward. In reviewing the Comp Plan Map, Council is looking at mixed use and commercial zoning. Buffer areas were discussed along Highway 16. None of the zoning is set in stone and Council has made some definition changes. The text of the Comp Plan is also a major part of the plan. Once Council has finalized the map and text, we will hold a public hearing for public input. Citizens don’t want Floating Feather shut down. The Mayor stated that we will have a re-cap meeting after the meeting with ITD. We are trying to get the Comprehensive Plan text and map updated this year. We need to show ITD the plan. They will not do something that is not warranted, like signal light installation. They are working on the signal light at Beacon Light right now – which was triggered by the Middle School. The Mayor asked everyone to turn in their maps. We will be notifying everyone of another meeting after the City’s meeting with ITD. The Mayor thanked everyone for attending.
