1 City of Star Council Meeting Minutes February 2, 2010 A Pre-Council meeting of the Star City Council was held at 6:00 pm at Star City Hall on February 2, 2010. Council reviewed the Land Use Matrix. The regular meeting of the Star City Council was held at 7:00 pm. Mayor Nathan Mitchell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Council persons Tammy McDaniel, Gary Smith, Tom Erlebach and Chad Bell were all present. Approval of the Agenda: Bell moved to approve the Agenda, McDaniel seconded the motion. All aye: motion carried. Approval of the Consent Agenda: McDaniel moved to approve the Consent Agenda consisting of: Regular Meeting Minutes of January 19, 2010, Claims Against the City for January 2010 and Findings of Fact and Conclusions of Law for the Heron River Subdivision, Erlebach seconded the motion. All aye: motion carried. Presentations/Public Input: Star Police Department – Chief Ken Ramage: The report for December 2009 was reviewed. The Sheriff invited the Mayor, Council & City Clerk for an hour to an hour and half tour the Ada County Police facility. Donation Request Presentation – Chance Colven & Zane Miller: Colven & Miller stated they are raising money for gym mats for the North Star Charter School. The maps and plaque will cost $2500 and so far they have raised $600. They are asking the City for $500. These mats will benefit the entire school. The $2,500 will pay for twelve mats and a plaque, any extra will go to other projects. McDaniel moved to approve the $500 requested, Smith seconded the motion. All aye: motion carried. Committee Reports: Economic Development Committee – Ray Stokes, 1106 Arrowleaf, Star, stated that their meeting for the Star Master Plan went very well and was very well attended. The next meeting will be on March 9th at 7:00 pm. ---PAGE BREAK--- 2 Public Input: – Denice VanDoren: 11071 Frost Avenue, Star, stated that she has been contacted by the ABC Extreme Home Makeover Program and they are looking for a family to re-do their home. Old/New Business: Development Agreement for Heron River Subdivision – The Mayor stated that this is the agreement that has already been discussed. The Mayor asked if there were any questions; hearing none he entertained a motion. Bell moved to approve the Development Agreement for Heron River, McDaniel seconded the motion. All aye: motion carried. Valley Regional Transit Agreement – The Mayor explained that this was an agreement with VRT for the bus that comes through Star and dues. McDaniel asked about changing the payment section to make it a semi-annual payment. The Mayor stated that they don’t get paid until we have money, so there is no real problem. Bell moved to approve the VRT agreement and dues, McDaniel seconded the motion. All aye: motion carried. Planning & Zoning/Parks & Recreation Position – The Mayor wants to hire a person to do an inventory of the recreation sites and activities with the Planning salary that is now freed up, the range is to $65,000. Erlebach stated that the Parks & Recreation Committee will have its first meeting in February. The Council agreed that the Mayor should look for a Parks & Recreation person. Star River Walk Bridge Bid Discussion - The bridge bid came in at $26,000, about $11,000 over what was indicated. The Mayor stated that he had asked the Idaho Department of Transportation if they could build it, but they said no. Bridge specs will be sent to Ada County Highway District. Resolution 2010-01 Support for the F-35 Missions in Idaho – McDaniel moved to approve Resolution 2010-01 and read by title, Smith seconded the motion. All aye: motion carried. Reports: Staff - No staff reports were given. Council - Smith stated that ten companies showed up at the first Business Network Group, they will continue on the third Thursday of each month. The Boise Valley Economic Partners will be meeting in Star on March 23rd, they are starting to rotate their meetings to different cities. Smith encouraged everyone to go to the Senior Center for a Valentine’s Day luncheon. Erlebach stated that the first Park & Recreation meeting will be held on February 11 at City Hall at 7:00 pm. ---PAGE BREAK--- 3 Bell stated that he attended a VRT Board meeting in Meridian. They will be looking at going after some stimulus money that has a 80/20 match. They will probably be asking the City for $3,700. Mayor – The Mayor will be attending a street car and transit meeting this Thursday night. The Mayor wants to talk to the Idaho Rural Partnership and get a community assessment. The Mayor asked if a Council person would like to attend the Mayor’s Award to Youth in his place. It will be held on Wednesday, April 21st. The Mayor reminded all about the Open House at the EMS station on February 12 from 11 to 1 pm. The City will hold a celebration on July 10, 2010, it will be different than Mule Days in that it is just for the community.
