Orton, PE Orton Engineering, LLC 17338 Sunnydale Place Caldwell, ID 83607 Re: Longbow Subdivision – Preliminary Plat Application Dear Mr. Orton The City of Star Engineering Department has reviewed the Preliminary Plat for the Longbow Subdivision dated August 25, 2025. We reviewed the applicant’s package to check conformance with the City’s Subdivision Ordinance and coordinated our review with Shawn L. Nickel. We have the following comments and questions based on our review. 1. The Applicant needs to provide a metes and bounds legal description for the property to be included in the rezone (subdivision boundary minus Lot 15). Legal description of Lot 2 Block 1 is not acceptable for rezone documents. 2. Areas located with the Zone A floodplain appear to have large amounts of fill placed in them, raising area of the side by as much as 3 feet to FFE, please note that garages will also be required to be constructed with slabs elevated to 2 feet above the BFE. This will cause driveways to have as much as 2.5 feet of slope to meet this requirement, causing driveway slopes of around 12.5%. We recommend revising the grading plan to raise the elevation of the centerline of the road and to do a LMOR-F for the site. 3. The Applicant will be required to submit a Floodplain Application prior to any improvements for the proposed subdivision. 4. Stormwater drainage facilities will need to consider the locations of water mains on the site and cannot be constructed as shown on the Preliminary Plat Drainage Plan. Mayor: Trevor A. A separate pressure irrigation system will be required. Construction plans for a subdivision-wide pressure irrigation system will be required for each final plat. Plan approvals and license agreements from the affected irrigation and/or canal companies will be required. 6. Applicant needs to explain proposed stormwater disposal plan for local roads as well as Broken Arrow Road. 7. Street lighting shall be in accordance with ISPWC and the City of Star Supplementals. Cut sheet for lights and light poles shall be approved in writing by the City prior to installation. Proposed streetlights are not in compliance with City Standards. 8. Historic irrigation lateral, drain, and ditch flow patterns shall be maintained unless approved in writing by the local irrigation district or ditch company. 9. Finish grades at subdivision boundaries shall match existing finish grades. Runoff shall be maintained on subdivision property unless otherwise approved. 10. 10-foot easements for pressure irrigation lines will need to be shown once the applicant determines the alignment location(s) for the facilities. Show all ditch and drainage easements. 11. Easements for sewer/water facilities will be required where placed outside of public right of way. 12. Show a typical driveway crossing over grassed swale. We recommend that the preliminary plat be APPROVED with the conditions listed above. Any variance or waivers to the City of Star standards, ordinances, or policies must be specifically approved in writing by the City. Approval of the above referenced preliminary plat does not relieve the Registered Professional Land Surveyor or the Registered Professional Engineer of those responsibilities.
