Date: May 9, 2023 To: Mayor Chadwick Councilman David Hershey Councilman Kevan Wheelock Councilwoman Jennifer Salmonsen Councilman Kevin Nielsen From: The Roselands Subdivision Chris and Connie Kelley RE: Willowbrook Development Dear City Council, We would like to address some concerns with the proposed Willowbrook Development. Our communiƟes have been impacted by fast and ample development and traffic is strained by the constant roadwork occurring. According to the Traffic Impact Study, the proposed Willowbrook Development would increase traffic by 12,000 trips daily. In addiƟon, it would require the expansion and restructuring of basically all major intersecƟons in our city. ACHD has said that the required reclassificaƟon of the roads is not feasible and/or will not be allowed. In addiƟon, the new Wing Rd, which is proposed to come down a steep grade and drop into Trident Ridge, has not been approved or deemed safe. When W Deep Canyon Rd is closed off at Highway 16, traffic will be pushed south into neighboring communiƟes. Around 1200 trips a day from exisƟng traffic, as well as about 12,000 trips from the new development will use Wing Rd, Pollard, Beacon Light, FloaƟng Feather, Munger, Star Rd, and Can-Ada to access HWY 16 and HWY 44. Traffic is already extremely congested on these corridors, even without the new 12,000 trips. This does not take into consideraƟon the approximately 7,500 already approved/pending apartment complexes, townhomes, and single-family homes in other parts of Star, which are esƟmated to contribute an addiƟonal 72,000 vehicle trips per day. Annexing and allowing the Willowbrook Development to proceed with no feasible plan to ensure the safety and proper flow of traffic is a detriment to all of us and not a responsible decision. Although ACHD is responsible for our roads, it is the Star City Council that is responsible for the overview, planning, efficiency, and safety of our city. Please consider the impact of this development and ensure all agencies are agreeable to the impact before proceeding. We urge you to vote NO on the proposed annexaƟon and development of the Willowbrook subdivision. Thank you, Connie Kelley Connie Kelley Chris Kelley Chris Kelley
