t CITY OF STAR IMPACT FEES Fees must be used within 8 years of being collected, unless otherwise specified in the CIP. If the fees are not used within this period, they must be refunded to the payer. Collected fees are kept in a separate fund to ensure accurate tracking. Impact fees will be reviewed annually by the impact fee committee. This review should also include an index of current construction costs. By law, CIPs must be reviewed and updated at least every 5 years.
