1 City of Star Council Meeting Minutes October 20, 2015 The regular meeting of the Star City Council was held on October 20, 2015 at 10769 W. State Street, Star, Idaho at 7:00 pm. Mayor Nathan Mitchell called the meeting to order and all stood for the Pledge of Allegiance. Roll Call: Councilmen Richard Lockett, Tom Erlebach and Chad Bell were all present. The Mayor announced that if people were here to discuss the Code Text Amendment, we will listen to public input, but cannot comment because there will be a public hearing on Monday, November 2, 2015 at City Hall at 6:00 pm. Council cannot comment on the application. Approval of the Agenda: Bell moved to approve the agenda removing item 6A – Park and Recreation Quarterly Reports, Erlebach seconded the motion. All ayes: motion carried. Consent Agenda: Erlebach moved to approve the Consent Agenda consisting of: Regular Meeting Minutes of October 6, 2015 and the cross Access Agreement with Star clinic, LLC, Lockett seconded the motion. All aye: motion carried. Presentations/Public Input: COMPASS/VRT Presentation – Ronda Jalbert representing Valley Regional Transit and Walt Satterfield of Community Planning made a presentation to the Council and audience about current projects, what the organizations do and where funding comes from. (see attached) Public Input – Michael Keyes, 338 S. Long Bay Way, Star, Idaho, stated that he wanted the Council to put a moratorium in place on the apartment buildings at Pinewood. He stated that he is one of the 500 people from Pinewood that signed the on-line petition. Ron Thompson, 250 S. Barkvine Way, Star, Idaho, asked about the Star River Walk and where the Council was with the plan. The Mayor stated that there are no firm plans right now, the property is to be deeded to the City, but plans are not concrete. Art Bush, 12174 W. Seven Lakes, Star, Idaho, stated that he went to the Fire Station to have his blood pressure checked and the doorbell is not working. The Mayor stated that the Fire Department is not part of the City, but he would contact them to have the doorbell fixed. In the meantime, Mr. Bush should go down to S. Moyle Lane and have the Ada County Paramedics check his blood pressure. Gerard Cattin, 12097 W. Caribee Inlet, Star, Idaho, asked for an update on the apartments. Mayor Mitchell stated that there is nothing new to report on the apartments. ---PAGE BREAK--- 2 Old/New Business: Resolution 15-10 Valley Regional Transit Agreement - The Mayor stated that this resolution was to approve the funding for Star’s part of the dues and bus coming to Star. Bell moved to approve Resolution 15-10, a Resolution of the City of Star, Idaho approving the 2016 Cooperative Agreement between the City of Star and Valley Regional Transit for annual dues and a service contribution for Highway 44 express; providing for fees; authorizing the Mayor to execute such approval on behalf of the City, and providing for an effective date, Lockett seconded the motion. Councilmen Lockett and Bell – ayes: Councilman Erlebach – nay; Motion carried. Reports: Staff – No reports were given. Council – Lockett had a meeting with the Commissioners regarding the solid waste. Bell stated that he met with Valley Regional Transit this week. Mayor – The Mayor stated that we should have a final design on the skate park by the end of the month. The Mayor is working with Keller regarding the new flood plain maps. We’ve received an application for the Middle School. Reminder that there will be public hearing on November 2, 2015 regarding the code text amendment.
